Background
A 1984 amendment (H.R. 3679) to the Migratory Bird Hunting and Conservation
Stamp Act of 1934 (P.L. 98-369) authorized the Secretary of the Interior
to license reproductions of the Federal Duck Stamp on products to be manufactured
and sold by private sector enterprises.
The U.S. Fish and Wildlife Service (Service) has licensed the reproduction
of Federal Duck stamps on a variety of products, for example, lapel pins,
belt buckles calendars, wall plaques, decoys, decorative tile boxes, limited
edition shotguns, commemorative knives, as well as t-shirts, caps, mugs,
wall clocks, computer mouse pads, software screen savers, ice buckets,
trivets, cotton throws, and brass ornament replicas.
Sales-related royalties received as a result of licensed products are
deposited into the Migratory Bird Conservation Fund and used by the Service
to acquire wetland habitat for North American migratory waterfowl.
The 1984 amendment authorizes the Secretary of the Interior to carry
out the Federal Junior Duck Stamp Conservation and Design Program. This
educational program enables school children across the Nation to learn
about wildlife conservation and the role Federal Duck Stamps play in the
conservation of migratory birds and wetland habitats.
The Service currently sponsors an annual Junior Duck Stamp Contest, modeled
after the annual Federal Duck Stamp competition. The Junior Duck Stamp
Contest, presently held in all 50 States and in U.S. territories, is part
of an educational curriculum for students in kindergarten through high
school that focuses on waterfowl, biology, wetland functions, and wildlife
conservation.
The Federal Junior Duck Stamp Conservation and Design Program Act of
1994, Sec. 3(b), P.L. 103-340, authorizes the licensing and marketing
of the Federal Junior Duck Stamp and/or its art design on appropriate
products manufactured, distributed, and/or offered for sale.
The Service has licensed the reproduction of the Junior Duck Stamp and/or
its art design on products such as t-shirts, caps, Swiss army knives,
patches, and prepaid, long-distance calling cards.
The proceeds from the licensing and marketing of the Junior Duck Stamps
and/or its art design on products are used to give awards and scholarships
to the competition's participants.
