Pen and ink and wash drawing of Redheads by Bob Hines. The artist joined the Fish and Wildlife Service staff in 1948 and was head of its Office of Audio Visual Services for several years and was in charge of the annual Duck Stamp Contest until his retirement in 1981. (Deceased)
