Attached is a modification to the Service First MOU (54 KB PDF) that expired September 30, 2008. This modification extends the MOU through March 6, 2009 - the limit of the current authority under the FY 2009 continuing resolution. Please refer to this when setting up any Service First agreements. Rest assured, we are continuing to work on getting permanent authority or at the very least a longer extension of authority. I'll keep you posted on any development with the authority. If you have questions, please call or email me.

The current Service First authority was extended under the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009 (Continuing Resolution), P.L. 110-329, 122 stat.3574. The 2009 Continuing Resolution funds the Federal government for the period of October 1, 2008 through March 6, 2009. If necessary, we will continue to request extension of authority through another resolution. We also have requested extension of authority through 2011 in the FY 2009 President's Budget which would require Congress to pass a FY 2009 appropriations bill to enact.
The agencies are also in the process of revising the current interagency Service First MOU that expired September 30, 2008. We are requesting extension of the expired MOU through the continuing resolution period (March 6, 2009) while staff continues to work on revisions. I will keep everyone notified when the extension is signed by the agencies.
My thanks to all of you who provided examples and data that helped the Departments' argument for including the Service First extension. I realize the requests were very last minute with a quick turn-around. I very much appreciate the effort!
