ILP Effectiveness Evaluation
When the Commission adopted the Integrated Licensing Process (ILP) on July 23, 2003, it committed to studying the effectiveness of the ILP in achieving reductions in processing time and cost. During the spring and summer of 2005, Commission staff began that effort by asking participants in the first seven relicensing cases using the ILP about ideas, tools, and techniques that were being implemented (or could be implemented) to achieve the goals of the ILP within the framework of the existing regulations. Based on that feedback Commission staff prepared the following guidance document: - Ideas for Implementing and Participating in the Integrated Licensing Process (ILP): Tools for Industry, Agencies, Tribes, Non-Governmental Organizations, Citizens, and FERC Staff . The compilation of concepts, actions, and activities presented therein represents those ideas put forth that the Commission believes may help future ILP participants without unduly extending the licensing process or expanding the existing regulations.
