S. Anthony (Tony) McCann

S. Anthony (Tony) McCannS. Anthony (Tony) McCann is associate administrator and chief financial officer for the Health Resources and Services Administration (HRSA) in the U.S. Department of Health and Human Services (HHS).

HRSA works to fill in the health care gaps for people who live outside the economic and medical mainstream. As HRSA's chief financial officer, McCann oversees the agency's $7 billion (FY 2007) budget. Those funds help expand access to quality health care through an array of grants to state and local governments, health care providers and health professions training programs.

Prior to joining HRSA, McCann was secretary of the Maryland Department of Health and Mental Hygiene from October 2004 to January 2007. As secretary, he oversaw Maryland's Medicaid program and the state's hospital system along with its public health and health care quality assurance functions.

McCann also served as an assistant secretary in both the Department of Health and Human Services and the Department of Veterans Affairs.

His Congressional experience includes an appointment as clerk and staff director of the subcommittee of the House Appropriations Committee that funds most of the federal government's programs in health, education and labor.

He also served as commissioner on the President's Task Force to Improve Health Care Delivery for Our Nation's Veterans, as a member of the HHS Secretary's Medicaid Commission, and as director of financial affairs for the Smithsonian Institution.

McCann is a fellow of the National Academy of Public Administration. He received a bachelor's degree in government from Lake Forest College and a master's degree in political science from Syracuse University.
