Workshop Overview
The Children’s Hospitals Graduate Medical Education Payment Program
(CHGME PP) is pleased to announce that it will host a three-day
technical assistance workshop in North Bethesda, Maryland from Tuesday,
October 30, 2007 through Thursday, November 1, 2007.
This workshop is a must for anyone in a hospital or hospital system
who is responsible for certifying, completing, collecting, or documenting
information related to a children’s hospital’s participation in
and the hospital’s application for CHGME PP funding.
For this reason, we strongly encourage institutions currently receiving
or interested in receiving CHGME PP funding to send individuals
involved in all of the above areas to the workshop. This includes,
but is not limited to,
- Chief Executive Officers
- Chief Financial Officers
- Graduate Medical Education (GME) Coordinators
- Residency Program Directors
- GME support staff
- Chief Residents
- Financial or Reimbursement Managers and Analysts
- We also encourage the attendance of
- Fiscal intermediaries
- Policy Analysts
- Government Relations Directors
Training will be conducted via one general session or main group.
However, the workshop is designed to address the varying needs and
levels of experience among all workshop participants including those
individuals involved in the CHGME PP process at the hospital, fiscal
intermediary (FI), and policy levels. Presentations will address
many of the issues identified by children’s hospitals, FIs, and
CHGME PP staff alike that arise as a result of changes in rules
and regulations governing the CHGME PP and the Centers for Medicare
and Medicaid Services (CMS), where applicable, the CHGME PP application
processes, the Resident full-time equivalent (FTE) Assessment Program,
and the NEW annual reporting requirement which will be implemented
in fiscal year (FY) 2008. Participants will receive up-to-date
information from key CHGME PP leaders and staff. Small discussion
groups will be formed intermittently for strategy sessions.
Included for your information is an overview of the primary agenda
topics to be addressed, including presentation descriptions and
targeted audiences. There will also be times set aside for “sharing”
of situations and questions from attendees.
In order to adequately prepare for a workshop of this caliber,
the CHGME PP would also like to identify specific needs and/or interests
of workshop participants. If you have specific topics of interest
or items you would like addressed, please email your suggestions
or questions to the CHGME PP at ChildrensHospitalGME@hrsa.gov
no later than Friday, September 21, 2007.
Workshop Registration Information and Deadline:
This workshop is open to all interested parties. The registration
website will open on September 5, 2007; you will receive the link
to this website via email.

Tuesday, October 30 for our “no host” reception; meetings will be
conducted on October 31 and November 1, 2007. Hotel reservations
must be made by October 12, 2007.
The CHGME PP recognizes that its mail group may not be all-inclusive.
Recipients of this announcement are encouraged to share this information
with others who may be interested in attending this workshop.
Please note: This is the only CHGME PP-specific training that
will be offered this year. Historically the CHGME PP has conducted
a workshop every two (2) years. The last workshop was held in 2005
and it is anticipated that another workshop may not occur again
until 2009.
Hospital Best Practices and Success Stories
The CHGME PP is also interested in hearing from hospitals that
have success stories that they’ve been wanting to brag about! Do
you have a CHGME PP success story? Have you overcome an obstacle
that others can learn from? Have you successfully operationalyzed
and/or realigned hospital staff, processes, or resources to ensure
a smooth CHGME PP application and resident FTE assessment experience?
Then the CHGME PP wants to hear from you! The CHGME PP would
like to, again, highlight several children’s hospitals during the
workshop. Hospital presentations may address, but are not
limited to, how the hospital has utilized information technology
(IT) systems to address CHGME PP application and/or reporting requirements,
how the hospital has benefited from (or utilized) CHGME PP funding,
how the hospital has overcome challenges related to documenting
resident FTEs claimed in the hospital’s application for CHGME PP
funding, including obtaining documentation from internal and/or
external sources and tracking residents sponsored by other facilities
rotating to the children’s hospital, implementing internal processes
to reduce time spent by children’s hospital staff in obtaining and
securing required documents from GME program directors, department
heads and their counterparts at facilities that send residents to
the children’s hospital, etc.

practice during this year’s technical assistance workshop that directly
relates to the CHGME PP please prepare a paragraph describing the

Presentation
The A, B, C’s of CHGME (From Policy to Payments)
Target Audience:
This presentation is a must for anyone in the hospital organization
or system responsible for certifying, completing, collecting, or
documenting information related to a hospital’s participation in
and application for funding from CHGME PP.
Description:
The A, B, C’s of CHGME (From Policy to Payments) is an introductory
course which consists of a thorough review of the CHGME PP. Topics
covered during this session include: CHGME PP governing Federal
statues and Federal register notices; statutory authorization and
appropriations; hospital eligibility; payment methodology; counting
of resident FTEs as it applies to resident eligibility requirements,
approved training programs, research time and non-provider/non-hospital
settings; CHGME PP application cycle and processes; establishing
and adjusting a hospital’s cap; Medicare GME affiliation agreements;
and an introduction to the FTE Assessment Program. Participants
will participate in small-group exercises that reinforce topics
covered throughout the day. Plenty of time will be provided for
questions and answers. CHGME PP staff will provide participants
updates on CHGME PP activities and changes since the Summer 2005
workshop including statutory authorization and appropriations; and
revised and/or clarified regulations governing issues such as research
time, vacation time, and non-provider/non-hospital settings.
For “newcomers”, this presentation will provide the foundation
upon which all CHGME PP activities and processes are based upon.
For “veterans”, this presentation will highlight changes in the
administration and/or processing of program data as a result of
CHGME PP-specific as well as CMS statutory changes affecting and/or
impacting the CHGME PP.

Resident FTE Assessment Program and Documentation Guidance
Target Audience:
This presentation is a must for anyone in the hospital organization
or system responsible for certifying, completing, collecting, or
documenting information related to resident full-time equivalents
(FTEs) reflected in a hospital’s application for CHGME PP funding.
Description:
In 2003, the CHGME PP established a comprehensive assessment of
the number of resident FTEs claimed by children’s hospitals in their
applications for CHGME PP funding to comply with statutory regulations.
The CHGME PP Resident FTE Assessment Program and Documentation Guidance
session promises participants an in-depth look at the Resident FTE
Assessment Program and documentation recommendations in support
of resident FTEs claimed by hospitals in their applications for
CHGME PP funding. Topics covered during this session include: a
more in-depth discussion of intern and resident data collection
and submission (touched upon during the A, B, C’s of CHGME) including
counting and documenting resident FTEs as it applies to resident
eligibility requirements, approved training programs, research time
and non-provider/non-hospital settings; the FTE Assessment Program,
types and levels of review under the FTE Assessment Program, best
practices for documenting hospital, residency program, and resident
eligibility; documenting fellows, privacy act issues (as they relate
to resident-specific information), audit findings and suggestions
to clear findings. A significant amount of time will be dedicated
to providing an open forum to discuss the required documentation
for all children’s hospitals participating in the CHGME PP. In
addition, training will be provided on how to complete and make
the most of the Intern and Resident Information System (IRIS) and
the IRIS proxy.
For “newcomers”, this presentation will provide the foundation
upon which all Resident FTE Assessment Program activities are based
upon and CHGME PP expectations at the hospital and fiscal intermediary
levels. For “veterans”, this presentation will highlight changes
in the administration and/or acceptance of supporting documentation
or data as a result of CHGME PP-specific as well as CMS statutory
changes affecting and/or impacting the Resident FTE Assessment Program.
For first-timers and veterans alike, time will also be allotted
to share and discuss common data entry mistakes or errors made by
hospitals when utilizing the IRIS and the IRIS proxy.
Presentation
CHGME PP Annual Report
Target Audience:
This presentation is a must for anyone in the hospital organization
or system that will be involved in the reporting, collection and
preparation of resident training data for the newly required and
established CHGME PP Annual Report.
Description:
The Children's Hospital GME Support Reauthorization Act of 2006
(Public Law 109-307) reauthorized support for graduate medical education
programs in children's hospitals for Federal fiscal years 2007 through
2011. The reauthorizing statute also established a NEW annual reporting
requirement for children’s hospitals participating in the CHGME
PP. The legislation requires participating children’s hospitals
to complete and submit an annual report that includes information
for the residency training academic year completed immediately prior
to each fiscal year for which the hospital applies for funds (e.g.,
Hospital applying for and receiving FY 2008 CHGME PP funding will
be required to report data from the July 1, 2006 – June 30, 2007
academic year in the annual report) which is dissimilar to the Resident
FTE Assessment Program. The legislation requires participating
children’s hospitals to provide detailed information on several
aspects of the graduate medical education programs supported by
the CHGME PP. Information to be reported includes: 1) types of
residency training provided by the hospital; 2) the number of training
positions for residents, the number of positions recruited to fill
and the number of positions filled; 3) the types of training that
the hospital provided residents related to the health care needs
of different populations, such as children who are underserved for
reasons of family income or geographic location; 4) changes in residency
training, including changes in curricula, training experiences,
and types of training programs, including benefits that have resulted
from the changes, and changes for purposes of training residents
in the measurement and improvement of the quality and safety of
patient care; and 5) the number of residents who have completed
training in the academic year and who care for children within the
borders of the service area of the hospital or within the borders
of the State in which the hospital is located. Information must
be provided for those residents who are (1) are in full-time equivalent
resident training positions in any training program sponsored by
the hospital; or (2) are in a training program sponsored by an entity
other than the hospital, but who spend more than 75 percent of their
training time at the hospital.
In collaboration with a contractor, HRSA has developed a data collection
instrument that participating children’s hospitals must use to fulfill
the requirements of this new annual report.
During this presentation, CHGME PP staff will address the needs
and requirements of the annual report as well as provide in-depth,
line-by-line training on utilizing and completing the data collection
instrument. |
