To develop and enhance these relationships, PHMSA's Community Assistance and Technical Services (CATS) Team for pipeline safety and Hazardous Materials Safety Assistance Team (HMSAT) routinely reaches out to communities to facilitate and provide clear communications to the public, businesses, and state and local officials to better understand risks and improve environmental protection.
