The HIV/AIDS Program: Quality of Care

FOR PUBLIC COMMENT: DRAFT HAB PERFORMANCE MEASURES: CASE MANAGEMENT, ADAP, ORAL HEALTH, AND SYSTEM LEVEL MEASURES

Overview  TOP

HAB has released for public comment four new sets of draft performance measures. Comments are due by December 15. These draft measures address the following service categories or program areas:

  • Medical Case Management Services
  • AIDS Drug Assistance Program (ADAP)
  • Oral Health Services
  • Systems Level

These draft measures are intended to expand the range of performance measures available for use by Ryan White HIV/AIDS Program grantees as part of their quality management programs. (See more information on HAB’s core clinical performance measures, Groups 1, 2, and 3 )

The new sets of draft measures were developed by a HAB workgroup representative of the various Parts of the Ryan White HIV/AIDS Program. Many of these measures were previously developed and tested through quality management initiatives supported by HAB over the past several years. Systems level measures can be used by Ryan White HIV/AIDS Program grantees that provide systems of care (e.g., Part A or Part B grantees) or that fund networks or consortia consisting of multiple organizations or providers (e.g., Part C or Part D grantees).

Specifically, we are seeking feedback on the:

  • relevance of the measure to your program and clients,
  • feasibility of data collection through current or planned data systems (i.e., client level data),
  • potential for improvement of the area of care/service addressed by the measure, and
  • scientific soundness of the measure.

We would also like you tell us about any measures that are not clear and to point out any numerators or denominators that need additional information. If there are any other performance measures that should be included within these four areas, please identify those measures, including any quality of life measures that you have found useful. Additionally, indicate what technical assistance you may need to successfully incorporate these measures into your quality management Ryan White HIV/AIDS Program.

HAB is interested in receiving comments regarding these specific performance measures from not only Ryan White HIV/AIDS Program grantees, but also from national HIV/AIDS and provider organizations and other key constituents. Comments provided to HAB on its HIV/AIDS Core Clinical Performance Measures for Adults and Adolescents were extremely valuable in the refinement of these clinical measures. We anticipate that the comments provided to HAB on these four new sets of draft performance measures will be similarly valuable in revising these measures.
