Director
The Director is responsible to execute the mission of the FAA, ATO and ATO-P as a member of the Vice-President for Operations Planning Management Team and to set goals for System Engineering in support of FAA, ATO and ATO-P goals.

Chief Scientist
The role of the Chief Scientist is to provide leadership, direction and guidance to ATO service units on cross-cutting and evolutionary technical decisions. The Chief System Engineers serve as members on the Technical Review Board of the Enterprise Architecture Board.

Safety
The purpose of the Safety Group is to (1) ensure a viable future for air transportation through comprehensive and proactive safety analysis to achieve national and international safety goals; and (2) to provide integrated safety strategies that will support strategic investments and development of NAS systems reducing accidents and incidents.

Concept and Requirements Definition
The purpose of the Concepts and Requirements Definition (CRD) Group is to (1) create FAA policy and guidelines for the CRD phase of the Acquisition Management System (AMS); (2) coordinate the development of CRD products; and (3) lead and support programs as they move from Concept into the Acquisition Management System (AMS). 

NAS Enterprise Architecture
The purpose of the NAS Enterprise Architecture Group is to (1) execute effective system engineering processes that establish and manage the NAS Enterprise Architecture to meet the current and future demands of ATO customers and Operating Service units; (2) ensure that the NAS Enterprise Architecture complies with OMB requirements.

NAS Requirements and Interface Management
The purpose of the NAS Requirements and Interface Management Group is to (1) develop and maintain the NAS System Requirements, NAS-SR-1000; (2) manage the allocation of NAS level requirements to service units and systems; (3) develop security risk assessments and support security certification and accreditation planning; (4) and ensure that system engineering practices are integrated into all ATO development by overseeing the System Engineering Manual and providing training and guidance in its use.

Engineering Support Contract
The Engineering Support Contracts Group provides technical, financial and contracts management services.  The Group manages the SETA II contract, which provides technical, financial, and management contract services, and the MITRE Contract, which provides for the operation of the Center for Aviation System Development (CAASD) for the FAA.  CAASD provides research, systems engineering and technical analyses critical to FAA NAS modernization efforts and meeting the goals of the Operational Evolution Partnership (OEP) and the Next Generation Air Transportation System (NextGen).

The Group also supports/administers the agency’s federal advisory sponsorship obligations for RTCA, Inc. RTCA is a non-profit corporation and federally recognized advisory committee instrumental in bringing together representatives from government and industry in providing advice and recommendations on key operational and technology issues impacting the future air traffic management system.

Systems Engineering Support Services
The purpose of the Systems Engineering Support Services Group is to:
  • Develops concepts of use, functional analysis, functional architecture, and operational requirements for NAS systems
  • Develops security risk assessments, security requirements, security architecture, and supports security certification and accreditation planning
  • Coordinates with domain subject matter experts (SME’s) to provide Enterprise Architecture views
  • Develops concepts for future NAS facilities ensuring business continuity, operational improvements, and cost efficiencies
  • Performs safety analysis in support of domain SME’s
  • Maintains information security laboratory and performs information security research and trade studies
  • Provides laboratory support for the demonstration of next generation net-centric operations
  • Supports the development of international aviation communications standards
