  • Part of HUD’s effort to help end chronic homelessness.
  • Intended to increase the inventory of permanent rental housing for the chronically homeless.

  • Application deadline is Tuesday, November 25, 2003.
  • Eligible applicants are HOME Program participating jurisdictions.
  • Projects must be carried out by CHDOs.

    • “Threshold criterion” – non-scoring
    • Commitment – 25 points
    • Actions (4 parts) – 50 points

  • “Commitment” and “Actions” (75 out of 100 available points) are “pre-scored” – mostly based on data in IDIS.
  • Application submissions to vie for remaining 25 points (“Policies”).
  • 10 page limit on “Policies” narrative.
  • Since total score of 75 required to be eligible for funding, need at least 50 points on “pre-scored” portion.

  • Awards of $500,000.
  • HOME Program rules apply to use of funds, including 24-month commitment deadline. (No supportive service funding!)
  • May need to apply for additional funds (e.g., Shelter Plus Care) in Continuum of Care Competition.
  • Local collaborative effort needed to carry out projects.
