    • Regular and intensive collaboration with target schools in planning, developing and evaluating the program
    • Well-coordinated support services to ensure participant progress
    • Follow-up of graduates in the instructional setting
    • Measurable performance objectives for participant achievement, progress, effectiveness in the instructional setting, and program improvement
