Collaborative Forest Restoration Program (CFRP)

The Community Forest Restoration Act of 2000 (Title VI, Public Law 106-393) established a cooperative forest restoration program in New Mexico to provide cost-share grants to stakeholders for forest restoration projects on public land to be designed through a collaborative process (the Collaborative Forest Restoration Program). Projects must include a diversity of stakeholders in their design and implementation, and address specified objectives, including: wildfire threat reduction; ecosystem restoration, including non-native tree species reduction; reestablishment of historic fire regimes; reforestation; preservation of old and large trees; increased utilization of small diameter trees; and the creation of forest- related local employment. The act limits projects to four years, and sets forth cost limits and provisions respecting: collaborative project review and selection; joint monitoring and evaluation; and reporting. The act authorizes appropriations of up to $5 million annually, and directs the Secretary to convene a technical advisory panel to evaluate proposals that may receive funding through the Collaborative Forest Restoration Program.

A Multiparty Assessment of the New Mexico Collaborative Forest Restoration Program, 5 Years of Implementation and Lessons

In 2005, the Forest Service convened a National Collaborative Assessment Team to conduct a multiparty assessment of the Collaborative Forest Restoration Program (CFRP). The team examined the development and implementation of the CFRP using an innovative approach from three different perspectives: implementation; effectiveness; and validity.

SMALLWOOD ENTERPRENEURIAL CONFERENCE

The Southwest Sustainable Forests Partnership (SWSFP) is hosting this conference on November 12-14 in Flagstaff, AZ. SWSFP has been working with the Forest Service in Arizona and New Mexico for the last 10 years to develop sustainable community-based enterprises to address the use of small diameter trees harvested from forest restoration and fire mitigation projects. SWSFP provides technical transfer opportunities that promote the science of healthy ecosystems and the acceptable practices for reducing hazardous fuels; and provide business marketing expertise opportunities for wood use to build sustainable forest wood product enterprises, and promote sustainable, community-based forest and wood product enterprises.
