Note: Prior to FY 2005, this program was funded from funds set aside under the Special Education Grants to States program (# 84.027). Funds carried over from FY 2004 supported continuations in FY 2005 and a congressionally mandated study of students assessed against alternative achievement standards. In FY 2006, this program moved organizationally from OSERS to the Institute of Education Sciences, as directed by statute.
