Rate Setting Manual for Animal Research Facilities

The revised Cost Analysis and Rate Setting Manual provides a methodology whereby certain facility and administrative (F&A) costs associated with animal research within an animal research facility are included in the institution’s F&A (indirect cost) rate, the same as for any other research laboratory. The Federal government has agreed that these costs should be included in the F&A rate. This is in contrast to policies which have been applied in recent years which put such charges directly into animal care and use rates, thus raising animal per diems. The new methodology will be implemented by grantee institutions in a fashion that is best suited to their own administrative requirements.
