Mr. Daschel has most of it right in his book on Health Care. Please stop looking for answers only with Doctors. They are the ones who were 'in charge' and helped get us into this mess.

Also IT is more than EMR. EMR often cause more problems than they are worth. Please look at changing Health IT in stages. Wholesale buying into EMR that meets no one's needs but the EMR company that is selling it is a waste of time and effort. Try asking the people that have to use the things, not the people that profit from them.
I have  had the misfortune to use EMR in a Retail Clinic and in 2 hospitals. They take up time and are counter intuitive.
If health care reform depends on savings from using EMR it will fail.
Little steps like e-prescribing and e-mail communication could help. Also looking at the way Kaiser interacts with it's EMR may be helpful. But please don't just dump money into EMR like money got dumped into backs. It, too, will disappear into a deep dark hole.
