                      Assistance Loan (HEAL) Program

FROM:           Director, Division of Student Assistance

SUBJECT:     Dissemination of Policy Memoranda ‑ Policy Memorandum Number

                      One ‑ HEAL Lenders 87‑1

Effective with the dissemination of this memorandum, policy issuances to the schools participating in the HEAL, program will be numbered in sequence as noted in the subject. Policy issuances to HEAL lenders will be identified by the Fiscal Year and number of policy memorandum i.e., for this issuance, an 87‑1.

As noted in the enclosed policy memorandum, it has come to our attention that the required evidence of residency status for the HEAL program for those individuals who are not nationals or citizens of the United States, i.e., the Alien Registration or Permanent Resident card ("green card"­1‑551) may now have conditions entered on the card which may include an expiration date. In the event that a Potential HEAL loan applicant has a­ “green card" showing an expiration date, that Individual is NOT eligible for a HEAL loan.  An alien applicant must have an unqualified status as having been admitted as a lawful permanent resident. In the event that other qualifying entries appear on the "green card," I‑551, you should communicate with Mr. Carl Schmieg, Acting Chief, HEAL Operations Staff at 301‑443‑1540, to determine that applicant's eligibility for a HEAL loan.

We appreciate your patience in the implementation phase of the new HEAL regulation published January 8, 1987and effective April 8, 1987(except for the multiple disbursement provision which is effective July 1, 1987). Application forms promissory notes and other related materials which impact on the HEAL program are being made available to HEAL schools and lenders as quickly as possible. As programmatic issues arise which require policy determinations, we will notify you.
