The purpose of this Policy Memorandum is to announce the Division TA workshops scheduled to be conducted in Fiscal Year 1994.

BACKGROUND

Many of you responded to a survey developed jointly by the Division and the Coalition of Higher Education Assistance Organizations (COHEAO). The survey was designed to determine interest in Division TA workshops, session length, topics for discussion, and responses to various logistical issues. Four hundred sixty-one individuals responded to the survey: 438 or 95% expressed interest in participating in Division TA workshops.

In light of the overwhelmingly positive responses and in our continuing effort to disseminate information effectively by responding to "customer" concerns and identifying emerging issues, the Division, in conjunction with COHEAO, will conduct four TA workshops between November 1, 1993 and March 11, 1994.

The workshops will begin each day at 9am and end at 5pm, with the exception of the San Francisco workshop, which will run from 1-5pm on November 18, and  8am-4pm on November 19.

To guarantee the Workshop hotel room rate, reservations must be made at least one month prior to the workshop date. There are a limited number of rooms available, so you are encouraged to make your reservations early. You must mention COHEAO when making your reservation to receive the special room rate.

Participants will be responsible for all hotel and travel costs, attendant expenses and for making appropriate arrangements.

A registration fee of  $115 is required to provide for continental breakfasts, lunches and breaks. Please use the enclosed Registration Form to indicate your attendance and also to identify issues that we should address. Mail your Registration Form and check for $115 payable to COHEAO to Clohan & Dean, 1101 Vermont Avenue N.W., Suite 400, Washington, D.C. 20005. Requests for refunds will be honored only if notification is received by COHEAO three full business days prior to the opening session. There is a $25 administrative fee for cancellations.

Agenda

Day 1 will be devoted to the Division's campus based programs-­HPSL, PC~L, LDS, EFN, FADHPS, SDS, and NSL. Day 2 will be devoted to HEAL operations and HEAL default reduction. Major reference documents will be the revised Student Financial Aid Guidelines, and the Debt Management Manual, which will be distributed to schools and lenders by mid-October. We will respond to issues identified in response to the COHEAO survey, issues that may emerge in the near future and special concerns that you identify on your Registration Form. In addition, DSA staff will be available for one-on-one or small group consultation during the two days.

We greatly appreciate COHEA0’s continued support of Division efforts to improve communications and program management.

ADDITIONAL MEETINGS

Assuming the availability of resources, Division staff will participate in regional NASFAA meetings and school association sponsored workshops. Commitments to date include:

October 18, Detroit, MI: Midwest Association of Student Financial Aid Administrators. Two hour presentation addressing all DSA programs.

November 17, San Francisco, CA and December 8, St. Petersburg, FL: Student Loan/Receivables Conference 14. Two hour presentation addressing all DSA programs.                  

In conjunction with the AAMC Medloans Workshops, 3 1/2 hour presentations concentrating on HEAL operations and default reduction:
