You have reached the FEMA PDM Environmental and Historic Preservation (EHP) help website. FEMA created this site in order to assist potential applicants with questions they may have about EHP considerations when completing their paper applications, or online version at the e-Grants website.
About the contents of this site: FEMA developed the help pages in this website to give subapplicants adequate EHP guidance as they prepare their e-grant application. Based on analysis of previous project reviews, the website clarifies common misunderstandings about what is sufficient and helpful EHP documentation to provide as part of an application. For the sake of brevity, only the most common environmental and historic preservation questions are addressed.
The help items are not exhaustive and, depending on the potential impacts to resources that may result from the implementation of your project, may not necessarily address all the documentation that ultimately will need to be attached to your application. However, if the documentation requested in the pages of this website is provided in the application, your application should be considered sufficient for the purposes of EHP review.
Incomplete EHP documentation may make your project less competitive, miss requirements that could increase project costs which would become the applicants responsibility to pay, or could delay funding if your project is selected by the Approving Federal Official following National Evaluation.
Should you have additional questions about what documentation is helpful and required, or if you think there are other special circumstances that may apply to your project, please contact your State Hazard Mitigation Officer, the FEMA regional office, or call the toll-free Project Technical Assistance for Environmental & Historic Preservation Helpline (866) 222-3580. The Helpline is available 24 hours a day to leave messages about questions you have with your application. Replies to your questions will be returned with 2 business days.
