Fiscal Year 2008 Program Information

The FY 2008 PDM Program Guidance provides information and guidance on implementing the PDM program in FY 2008, including program requirements, eligibility, and grants management. The FY 2008 PDM Program Guidance may be downloaded from the FEMA Library.

Applicants must use the electronic grants (eGrants) management system, portal.fema.gov, to submit a PDM grant application to include project and management cost subapplications.

Joint Explanatory Statement-Predisaster Mitigation (JES-PDM)

Application Period Reopening:

FEMA previously advised that applicants for projects identified in the Joint Explanatory Statement had until March 22, 2008 to submit applications to FEMA through E-Grants.  Due to unforeseen difficulties during application, FEMA will reopen the application submission period from April 7, 2008 until the close of the application period on April 14, 2008 at 11:59:59 p.m. EDT.  If applications are not submitted by April 14, 2008 at 11:59:59 p.m. EDT, FEMA will consider the failure to submit applications for such projects as an express indication that the impacted state does not wish to participate further.  No additional consideration will be given for later submissions of PDM applications for projects identified in the Joint Explanatory Statement.  Applicants that successfully submitted their applications on or before March 22, 2008 DO NOT need to resubmit.

FY 2008 PDM Guidance Addendums

Application period:

Notwithstanding the application deadline as described on pages viii and 7-8 of the PDM Program Guidance, the application deadline for projects consistent with the projects described in the Joint Explanatory Statement to the Consolidated Appropriations Act of 2008 will be March 22, 2008.  Applications for such projects must be submitted to FEMA via eGrants no later than 11:59:59 pm Eastern Standard Time on that date.  Applications for all other projects are still due on January 31, 2008 at 11:59:59 pm Eastern Standard Time, as otherwise described in the PDM Program Guidance.

$500k minimum:

The Following language from p. 15 of the PDM Program Guidance is struck: “First, for States only, FEMA will select for further review the highest scoring eligible subapplications from each State in order until the projects and/or plans within a State are at least $500,000.”  The following shall replace the struck language: “First, for States only, FEMA will, at its discretion, select for further review otherwise eligible subapplications from each State until the projects and or plans within a State are at least $500,000.”

Technical Assistance:

Notwithstanding any limitations in the PDM Program Guidance regarding the eligibility for and provision of technical assistance, for applications for projects consistent with the projects described in the Joint Explanatory Statement to the Consolidated Appropriations Act of 2008, FEMA may provide technical assistance at its discretion.  For all other project applications, technical assistance will only be provided pursuant to the PDM Program Guidance.
