Position Overview

Supports contract management, cost estimating, analysis, and control activities; schedule development, maintenance, reporting, and monitoring activities, as directed. Works with IT Project Managers to ensure the timely completion of multi-discipline information technology (IT) projects of various levels of complexity and scope. Uses specific knowledge of project management tools to develop project artifacts per the IT project management protocol. Is assigned to work on small and medium scale IT Projects as necessary in an independent or team function.

Key Position Requirements

Knowledge of project management and project controls methodologies, tools and processes, including Project Management Institute (PMI) methodology framework and project management process groups: initiating processes, planning processes, controlling processes, executing processes, closing processes. Knowledge of Information Technology operations in software development and/or infrastructure production control support. Excellent written and verbal communication and listening skills. Ability to partner with customers and solve problems. Ability to review and understand end-to-end work processes. Position typically requires a bachelor's degree in a relevant field, two years related experience or an equivalent combination of education and experience.

Summary

Manages and ensures the timely completion of multi-discipline information technology (IT) projects of various levels of complexity and scope. Uses specific knowledge about one or more areas of project management to research, plan, communicate and achieve IT objectives through a project team. Oversees and directs the project aspects of the team while the software developers plan, track and execute the technical side of project plans from start to completion. Recommends changes to improve project management process and to produce cost and time effective delivery of projects.

Developing professional expertise, applies policies and procedures to resolve a variety of issues. Can use and apply standard principles, theories, concepts and techniques as recognized within a specific IT field. Provides resolutions to an assortment of problems of moderately complex scope where analysis of situations or data requires a review of a variety of factors. Contributes to the fulfillment of projects and organizational objectives. Closely supervised and follows established procedures. Receives detailed instructions on new projects or assignments. Work is reviewed for accuracy, soundness of judgments and overall adequacy. Work may be reviewed while in progress. Uses judgment within defined practices and procedures to determine appropriate action.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Oversees various system projects of various levels of complexity and scope. Takes projects from original concept through final implementation. Ensures all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects.
  3. Assembles project team, identifies appropriate and available resources needed, and oversees schedule to ensure timely completion of project.
  4. Works very closely with functional project leaders, technical team leaders and IST team members regarding delivery of specific products and projects.
  5. Defines project scope and objectives. Develops detailed plans to manage scope, quality, time, cost, risk, human resources, procurement, communications, and professional responsibility.
  6. Conducts project meetings and is responsible for project management and controls.
  7. Ensures adherence to quality standards and reviews project deliverables.
  8. Provides project management guidance to project team as well as technical and analytical guidance.
  9. Recommends and takes action to direct the analysis and solutions of project management problems.
  10. Manage IST portfolio of systems. Manage customer contracts and funding for IST division.
  11. Adheres to Laboratory and IST policies and programs concerning the Laboratory information systems.
  12. Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting information system policies or programs; recommends sound, practical solutions to complex issues.
  13. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Knowledge of project management methodologies, tools and processes, including Project Management Institute (PMI) methodology framework and project management process groups: initiating processes, planning processes, controlling processes, executing processes, closing processes
  • Excellent written and verbal communication and listening skills.
  • Knowledge of project management process areas including: integration management, scope management, quality management, time management, cost management, risk management, human resource management, procurement management, communications management, and professional responsibility.
  • Knowledge with system scope and project objectives, as well as the role and function of team members to effectively coordinate the project management activities of the project team.
  • Knowledge of software development methodologies, tools and processes, including software development methodology framework, source code control, application development tools and techniques, database design, development and management, programming languages, and component integration.
  • Knowledge of hardware and operating systems including system architectures, network infrastructures, and client server principles. Knowledge of IT environments and application development methodologies.
  • Ability to partner with customers and solve problems.
  • Ability to review and understand end-to-end work processes.
  • Ability to translate project management terms to layperson's terms and present them to audiences in and outside of IST.
  • Ability to translate technical terms to layperson's terms and present them to audiences outside of IST.
  • Skill in working closely with customers and suppliers to define expectations and mutual responsibilities.

Education

  • Position typically requires a bachelor's degree in a relevant field, two years related experience or an equivalent combination of education and experience.

Direction

A. Supervision Received

  • Receives functional and operational direction from a designated Information Systems and Technology (IST) Supervisor.

B. Supervision Exercised

  • Monitors work of less experienced personnel as designated.
  • May direct personnel within a discipline on special segments of a project, if assigned.

C. Contacts

  • Makes frequent contact with users as necessary to gather or give status information.
  • Contacts discipline staff specialists and management, as needed, for specialized information systems activities.
