Position Overview

Institutional Facilities and Central Services (IFCS) is a Facilities Operations Division under Nuclear and High Hazard Operations (NHHO). The OS3 reports to the HPC Operations Manager 3 (Team Leader). The OS3 is responsible for the day to day operations and oversight of the HPC Facilities mechanical equipment; ensuring the integration of facility and programmatic mechanical operations; mechanical equipment upgrades and new installations, working with the Responsible Associate Director (RAD), tenant Division management, tenants, other Institutional organizations, and external vendors to adequately design, modify, install, plan, and implement site preparation; authorize, oversee, verify, and accept the work.

Key Position Requirements

Exceptional knowledge of and experience with facility operations, mechanical systems, and plant equipment. Demonstrated experience understanding and interpreting mechanical documents, blueprints, drawings, and schematics. Expert demonstrated experience in developing alternative solutions on problems affecting facility operations. Demonstrated experience in preparing, reviewing, and authorizing facility work through the integrated work management process. Demonstrated experience in the developing, managing, and controlling projects and associated budgets and schedules. Demonstrated experience as the Point of Contact for plant/mechanical equipment operations and maintenance. Demonstrated excellence in customer service, interpersonal skills, written and verbal communications. In depth knowledge and experience of facility operations and maintenance programs, operating principles, and functions of mechanical equipment and systems. Extensive experience with complex plant equipment and mechanical systems. Successful candidate must be able to assume rotational Duty Officer/on-call pager rotation. Working knowledge of Institutional NPDES regulatory requirements.

Summary

Provides general direction, guidance, data analysis, and/or operational support to a facility in order to ensure the implementation and integration of operational and programmatic functions. Provides direction in administering, implementing, and resolving performance, compliance, administrative, or technical programs and issues in direct or indirect support of operations functions including, but not limited to, unusual facility occurrences, internal assessments, external audits, and new program implementation.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security
  2. Performs routine facility or area walk-downs, procedure reviews, inspections, and/or evaluations to ensure the safe and efficient operation of the facility.
  3. Performs or assists in performing periodic reviews and assessments to ensure facility systems are operating properly and are being maintained within required limits.
  4. Reviews new and revised procedures for quality and content.
  5. Performs various complex administrative or program functions in conjunction with or in support of operational program compliance, cost and budget, planning and scheduling, training, special projects, or related areas.
  6. Prepares, reviews and authorizes work release on facility work packages and related work control processes in support of operations, maintenance, and project work evolutions associated with the daily operations of the facility or area.
  7. Track and schedule TSR surveillances and/or safety basis surveillances to ensure compliance; implements required remedial actions to keep facility within its safety basis.
  8. Interacts with SSS, programmatic groups and/or other facility teams to support mission.
  9. Is the point of contact for all plant equipment operations and maintenance and is directly responsible for command and control of all operating facilities on shift and may serve as the lead in emergency situations.
  10. Prepares and/or reviews lock-out/tag-out plans that ensure specific instructions for the isolation, containment, and/or de-energization of various mechanical, electrical, chemical, or radiological sources according to established procedures and facility guidelines.
  11. Performs inquiries and information gathering into abnormal facility events and occurrences.
  12. Documents and integrates responses and remedial recommendations from cognizant facility and support groups.
  13. Develops, implements and documents corrective actions for identified systems and equipment deficiencies and failures.
  14. Provides oversight of the operation of all plant equipment and utility systems, providing training and guidance to plant operations and planning and scheduling of maintenance and minor modifications on facility structures.
  15. Ensures facility deficiencies are remedied and the safe and efficient direction of all facility activities while adhering to all applicable laws, regulations, Department of Energy (DOE) orders and Laboratory requirements
  16. ?Achieves training for facility personnel on new systems and equipment and evaluate and critique performance.
  17. Tracks training and qualification status of facility personnel to ensure qualification to perform assignments.
  18. Function in an array of contingency coordinator roles in support of operations including, but not limited to, emergency/fire/security, environmental/regulatory compliance, and/or nuclear material accountability
  19. Executes TSR surveillances, Safety Basis surveillances and/or other required surveillances as assigned.
  20. Provides high-level consultant services for customer groups.
  21. Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to facility operations.
  22. Ensures all facility operational results, materials, processes and final products meet quality specifications and are completed according to established requirements.
  23. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Exceptional knowledge of and experience with facility operations.

  • Veteran understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.
  • Demonstrated experience understanding and interpreting various mechanical and electrical documents, blueprints, drawings, and schematics.
  • Expert demonstrated experience in conducting research, developing alternative solutions, and developing solutions on problems affecting facility operations and administration in creative ways for complex problems.
  • Demonstrated ability to contribute to the development of new theories and methods as a process improvement.
  • Demonstrated experience to conceptualize and communicate major elements of facility operations, processes, and equipment to both technical and non-technical personnel.
  • Exceptional leadership skills in supervising the operations of a technical organization with emphasis managing operational and related activities; uses judgment within defined practices and procedures to determine appropriate action.
  • Exceptional customer service, organizational skills and ability to interact with all levels personnel inside and outside the laboratory.
  • Exceptional success with conflict resolution and proven leadership skills.
  • Demonstrated experience developing work instructions in a formal and rigorous maintenance program; such as in a nuclear navy, commercial nuclear, aviation industry, or other DOE nuclear or non-nuclear operation.
  • Expert experience with computerized maintenance management systems or work control systems.
  • Demonstrated knowledge in the preparation and presentation of facility operations reports.
  • Demonstrated ability to work independently.
  • Working experience inspecting, supervising and/or coordinating craftwork on construction and maintenance projects.
  • Advanced knowledge of the Laboratory's facility operations policies, practices, and procedures, can apply them to resolve issues.
  • Advanced knowledge of legal requirements and environmental impacts affecting facility operations and administration.
  • Experience successfully managing and controlling projects and associated budget/schedules.
  • Excellent interpersonal, written and verbal communications.
  • Function may require Q clearance.
  • Function may require formal qualification program with completion of an oral board successfully completed within six months of official start date, subject to facility specific qualifications

Education

  • Position typically requires a bachelor’s degree and a minimum eight years of related experience, or an equivalent combination of education and experience.  At this level, post graduate course work may be desirable.

Direction

A. Supervision Received

  • Receives functional and operational direction from the operations manager(s)

B. Supervision Exercised

  • Provides functional and operational direction to reporting operations staff, and/or clerical employees, if assigned

C. Contacts

  • Regular contact with operations/facilities management, maintenance, engineers, technicians, other operational and facility personnel, and tenants.
