Position Overview

Institutional Facilities & Central Services (IFCS) is a Facilities Operations Division (FOD) under Nuclear and High Hazard Operations (NHHO). The OSS3 reports to the IFCS Operations Support Manager Group Leader. The OSS3 must be able to understand the full spectrum of FOD technical and operational activities directly supporting the ICAM Process; identify and report issues; formally involve FOD Managers and Staff to adjudicate issues including appropriate level of causal analysis; promptly evaluate issues; manage the ICAM process and periodically evaluate and assess it for effectiveness; work in conjunction with FOD Managers and deployed staff to implement, maintain, and evaluate Formality of Operations (FoO) under a system of formal processes to foster performance excellence.

Key Position Requirements

Exceptional knowledge and experience with the ICAM process including screening new issues; recommend issue owners; initiate, investigate, and close issues; enter and modify issue status via LIMTs; evaluate causal analyses, corrective action plans, effectiveness evaluation plans, and trending and analysis; monitor the status of issues and corrective actions; and maintain metrics and reports. Demonstrated expertise in supporting Management overview of formality of Operations, including conduct of operations, maintenance, engineering, training, and quality assurance including implementing, evaluating, and maintaining the integrated formality of operations program for the FOD. Demonstrated leadership and excellence in the Laboratory's ICAM process. In depth knowledge of formality of operations, and working experience with facility operations and maintenance programs. Exceptional customer service and relations skills, program development effectiveness, accountability, and good business practices/judgment; and strong motivation and goal-oriented management of tasks.

Summary

Day-to-day technical interface between the facility operations organization and the programmatic tenants in a facility or a collection of facilities. Assists in the day-to-day business operations functions and in the development and deliverance of facility operations-focused programs, policies, processes, and procedures in support of safe and compliant facility operations. Develops and maintains facility operations-focused programs, policies, processes, and procedures in support of safe and compliant facility operations. Duties may include, but are not necessarily limited to, providing guidance on governmental regulations and Laboratory guidelines; conducting incident and general issues management investigations and reporting; participating in or supporting readiness reviews for operations; supporting the activity approval process; developing and maintaining required operational documentation and procedural manuals; planning and budgeting; and providing other compliance and/or quality-related support functions including development of training, delivery of facility-level training, tracking and assurance of employee training; property accountability, and access control. Provides other operational/administrative support functions as required.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Coordinates various administrative functions in conjunction with or in support of operational program compliance, including planning, prioritizing, and scheduling of work activities. Coordinates budgeting, cost tracking, resource planning, and in placing procurements. Coordinates the development of training, delivery of facility-level training, tracking and assurance of employee training/qualification. Participates in special/emergent projects.
  3. Provides advanced guidance in interpreting governmental regulations and Laboratory policies impacting facility operations to ensure compliance.
  4. Coordinates the review and revision of procedures, specifications, and forms pertaining to facility operations.
  5. Develops and maintains required operational documentation including, but not necessarily limited to, good Laboratory practices, procedural manuals, conduct of operations, readiness reviews, quality control manuals, manufacturing orders, and change authorizations in accordance with government regulations and Laboratory policy.
  6. Develops operational policies, procedures, and reports. Develops and coordinates development of administrative processes.
  7. Assists in the oversight and management of self-assessments and incident investigations and ensures accurate development and/or processing of any required reports and/or recommendations.
  8. Provides issues management and PAAA support for a diverse range of complex issues where analysis of data requires an in-depth evaluation of variable factors, including the compilation, review, and assessment of data and the development of management assessments and/or recommendations.
  9. Coordinates the development of corrective actions that accurately address apparent and root cause analysis, data analysis, project management, safety and coordination of presentations and briefings and conducting critiques
  10. Implements related documentation systems and ensures compliance with all applicable document control and records management activities and security/compliance implications.
  11. May provide additional operational support functions including, but not necessarily limited to, tracking and assurance of employee training and/or qualifications, property accountability, and access control.
  12. Contributes to the organization's goals and objectives.
  13. Frequently contributes to the development of new methods and process improvement in relation to operational support activities.
  14. Provides advanced-level customer service to internal and external customers. May serve as liaison between the Laboratory and various governmental agencies.
  15. Coordinate the integration of facility specific requirements into readiness review and implementation verification review program documents. Assists in delivery of readiness review training as required.
  16. Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to operational quality assurance.
  17. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Advanced knowledge of facility operations, including familiarity with integrated safety, formality of operations, facility availability, compliance, performance, maintenance, engineering, safety basis, readiness, configuration management, work control, activity approval, quality assurance, training and qualification, feedback and improvement.
  • Advanced knowledge of institutional and organizational policies, practices, and procedures, including policy and procedure development, implementation, and enforcement.
  • Advanced knowledge of documentation quality assurance, including document controls and records management.
  • Advanced knowledge of Lean Six Sigma/process improvement concepts and deployment strategies.
  • Advanced understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.
  • Advanced knowledge of the attributes of a sound conduct of operations program. Familiarity with all Department of Energy (DOE) training, qualification, and readiness requirements as they pertain to assigned facility.
  • Advanced knowledge of the readiness process as it pertains to assigned facility.
  • Demonstrated advanced skill in conducting research, investigating alternative solutions, and recommending solutions on problems affecting facility operations and operational quality assurance.
  • Demonstrated ability to conceptualize and communicate major elements of facility operations and operational quality assurance to both technical and non-technical personnel.
  • Advanced knowledge of the Laboratory's issues management process and performance measurement processes.
  • Excellent interpersonal, written, and verbal communications.
  • Exceptional customer service, organizational skills and ability to interact with all levels of personnel internal and external to the Laboratory.
  • Knowledge of Laboratory policies and procedures. Advanced knowledge of requirements drivers such as DOE orders, and federal regulations.
  • Advanced knowledge of Laboratory financial system and processes
  • Advanced knowledge of Laboratory business and operations systems and standard software applications.

Education

  • Position typically requires a bachelor’s degree and a minimum eight years of related experience, or an equivalent combination of education and experience.  At this level, post graduate course work may be desirable.

Direction

A. Supervision Received

  • Receives functional and operational direction from the operations support manager.

B. Supervision Exercised

  • Provides functional and operational direction to reporting operations support staff, and/or clerical employees, if assigned.

C. Contacts

  • Regular contact with operations/facilities management, maintenance staff, engineers, technicians, other operational and facility personnel and tenants.
