Position Overview

The Emergency Management Group (EO-EM) coordinates and manages the response to emergencies at LANL. The Group's emergency management activities include the following: assuming the role of Incident Commander, ensuring direct actions during response, categorizing and classifying events, establishing initial protective actions; providing support to off-site agencies during emergencies; participating in drills and exercises; evaluating, developing, and implementing security emergency planning and preparedness; participating in EOC functions; providing a 24/7 operations/communications center; coordinating aviation services to LANL for such operations as emergencies, security, and routine flight operations; coordinating airspace during emergencies; analyzing and mapping hazards at the Laboratory; working with the Interagency Fire Management Team and modeling wildfires; and planning and implementing the Wildland fire program for the Laboratory in conjunction with federal, state, local, and tribal authorities. Must be able to work a 24/7 work schedule. Must be willing to work swing shift or grave shift weekends and holidays and work some scheduled and non-scheduled overtime and rotating shifts. Answer emergency calls to the EOC, radio and telephone lines, and provide emergency instructions as appropriate. Ability to operate communications and computer consoles, recorders, computer aided dispatch systems, and all system controls of microwave, satellite receivers, encoders, computer terminals, and other sub-system equipment within the communications center and remote communications sites. Ability to monitor alarm systems and take proper action. Performs all necessary shift administrative duties. Maintains communication logs, emergency information files, and laboratory system records. Ability to gain knowledge in applicable federal and state emergency management and emergency response laws, regulations, executive orders, Department of Energy (DOE) Orders related to emergency management and emergency response. Ability to gain knowledge of potential hazards and proper procedures involved in emergency response to fire, explosions, chemical, radiological, security and/or natural disaster situations. Effective oral and written communication skills and excellent interpersonal skills. Ability to remain calm under extremely stressful situations while making rapid and sound independent decisions is crucial. Operate communications equipment and personal computers. Ability to use word processing computer programs and other software packages used in the operation of the Emergency Communications Center. Education Associate Degree in systems engineering, computer studies, public safety, communications or related field and (2) years of experience, or an equivalent combination of related training and experience.

Summary

The Group’s emergency management activities include the following:  assuming the role of Incident Commander, ensuring direct actions during response, categorizing and classifying events, establishing initial protective actions; providing support to off-site agencies during emergencies; participating in drills and exercises; evaluating, developing, and implementing emergency planning and preparedness; participating in EOC functions; providing a 24/7 operations/communications center; coordinating aviation services to LANL for such operations as emergencies, security, and routine flight operations; coordinating airspace during emergencies; analyzing and mapping hazards at the Laboratory; working with the Interagency Fire Management Team and modeling wildfires; and planning and implementing the Wildland fire program for the Laboratory in conjunction with federal, state, local, and tribal authorities.

Job Summary:

Monitors the communications and computer consoles, recorders, computer aided dispatch systems, and all system controls of microwave, satellite receivers, encoders, computer terminals, and other sub-system equipment within the communications center and remote communications sites.  Monitor alarm systems and take proper action.  Performs all necessary shift administrative duties.  Maintains communication logs, emergency information files, and laboratory system records. Emergency operations typically consist of a twenty four hour per day, seven day a week, 365 day a year schedule. Manages controls in accordance with standard procedures.  Reports any observed deviations  to on call personnel.  

Semi-skilled level for those who have gained sufficient experience or training to perform routine tasks independently.  Frequently uses and applies EO standards, principles, theories, concepts, and techniques. May perform some non-routine tasks requiring the exercise of independent judgment. Provides solutions to a variety of problems of moderate scope and complexity. Job includes some responsibility for end products. Follows established procedures for routine work.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training and assures compliance; makes safety and security an integral part of every task.  Takes steps to stop work if unsafe conditions exist or security is compromised. 
  2. Monitor the EOC communications and computer consoles, recorders, computer aided dispatch systems, and all system controls of microwave, satellite receivers, encoders, computer terminals, and other sub-system equipment within the communications center and remote communications sites. 
  3. Answer calls to the EOC, radio and telephone lines, and provide emergency instructions as appropriate.
  4. Monitor the EOC alarm systems and take proper action.
  5. Follows established procedures performing all necessary EOC shift administrative duties
  6. Maintain EOC communication logs, emergency information files, and laboratory system records.
  7. Maintain required EOC Status Reports and metrics databases for EOC trend analysis.
  8. Manages EOC controls in accordance with standard procedures. 
  9. Reports any observed deviations from standard to designated senior-level on call personnel. 
  10. Ability to remain calm under extremely stressful situations while making rapid and sound independent decisions is crucial. 
  11. Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to EOC operations.
  12. Must be willing to work swing shift or grave shift weekends and holidays and work some scheduled and non-scheduled overtime and rotating shifts.
  13. Promotes a mutually respectful work environment that is free from discrimination and harassment.
  14. Perform other duties as assigned.

  • Knowledge and experience with word processing computer programs and other software packages used in the operation of the Emergency Communications Center.
  • Knowledge and experience with established procedures for answering calls to the EOC, radio and telephone lines, and providing emergency instructions as appropriate.
  • Knowledge and experience with procedures for monitoring alarm systems and take proper action as required.
  • Knowledge and experience with the procedures for EOC communication logs, emergency information files, and laboratory system records.
