Position Overview

The IF&CS Engineering Manager will provide System Engineering support to Operations and Maintenance and provide technical leadership to a team of System Engineers. This position provides the following engineering services: configuration management support; technical baseline maintenance; monitoring, tracking, and trending of major systems; definition of maintenance requirements; troubleshooting; root cause analysis; preparation of detailed corrective maintenance instructions for complex or critical operations; development and implementation of design changes for system modifications; provides field implementation of the Conduct of Engineering (COE) Program.

Key Position Requirements

This position requires technical expertise at a commercial, industrial, or nuclear facility in system engineering or design engineering, development of maintenance programs, processes, or procedures, and configuration management. Experience with process design change implementation and maintenance implementation plans, as well as technical leadership in direction/goal setting, developing technical basis for financial planning, motivating and developing a diverse team. Summary

Manages, oversees, and plans the activities of engineering, research engineering, and/or project engineering services within multiple engineering disciplines. Has full technical responsibility for interpreting, organizing, executing, and coordinating assignments. Provides direction on engineering matters pertaining to the operations, research, program, projects, and/or designated engineering activities. Fosters new programs within and among disciplines. Develops and presents milestones and evaluation criteria necessary to achieve desired organizational results. Oversees the selection, development, and evaluation of personnel to ensure operational and laboratory requirements are met. Has overall responsibility for developing and administering budgets, schedules, and performance standards for the organizational unit. (LC) Leads process improvement activities.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Provides counsel, and assistance to management on matters dealing with government legislation, Department of Energy (DOE) contract compliance and/or Laboratory policies or procedures to ensure compliance.
  3. Provides guidance and interpretation of policies and programs concerning Engineering.
  4. Prepares budgets; reviews operational budgets in relation to engineering objectives to ensure cost effectiveness.
  5. Ensures proper communication to employees and other organizations on the implementation of engineering policies, procedures and practices.
  6. Participates in the administration of engineering employees including, forecasting staffing requirements, developing and executing action-oriented programs to address affirmative action placement goals, directing assignments, assuring training and development, monitoring performance, and initiating personnel actions.
  7. Defines and recommends cross-organizational operational objectives, develops specific short-term and long-range plans, and monitors progress to assure long-term objectives are attained and customer requirements are met.
  8. Directs preparation of concise studies for management; identifies problem areas, investigates alternative solutions, determines cost implications, and recommends solutions.
  9. Reviews staffing plans on assignments.
  10. Performs all aspects of personnel management and capability development as established by the organization.
  11. Aggressively pursues and embraces organizational objectives in integrated safety and security management, integrated work management, affirmative action/equal employment opportunity, operational excellence and facility management.
  12. Keeps informed on the status of all work involving assigned personnel with respect to schedule, budget, work quality and scope, material quantities, and contributes leadership, experience and expertise in the solution of difficult problems.
  13. Applies principles of, and executes, formal project management.
  14. Assists project team personnel to transition from ending to new project teams.
  15. Implements strategic policies when selecting methods, techniques and evaluation criteria for obtaining results.
  16. Regularly interacts with senior management or executive levels that perform similar or related tasks.
  17. Builds and ensures funding for new projects.
  18. Communicates with all levels of internal and external customers to establish needs and requirements. Maintains close working relationships with relevant program managers, external/internal organizations.
  19. Coordinates technical and programmatic activities.
  20. Ensures that organizational operations, including procurement, financial and human resources, are consistent with applicable division, laboratory and DOE policies.
  21. Manages and integrates complex projects using skills from diverse disciplines while adhering to safe work practices.
  22. Prioritizes the application of resources.
  23. Represents the work of the group to internal/external agencies.
  24. Manages and implements change.
  25. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Requires full knowledge of own area of functional responsibility.
  • Proficient knowledge of Laboratory activities and operations including business development, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance.
  • Broad knowledge of industry/regulatory codes and standards, engineering procedures, and project controls and design criteria in all engineering disciplines.
  • Broad knowledge of Laboratory administrative practices and systems.
  • Excellent communications and interpersonal skills. Demonstrated team building capability.
  • Ability to resolve technical and personnel conflicts.
  • Demonstrated capability in successfully managing customer relationships. Proficient in negotiation for dealing with Laboratory customers/representatives.
  • Experience with group financial management and business plan development.

Education

  • Minimum requirements: a recognized degree in engineering from an accredited college or university required
  • A professional license in an engineering discipline, or a license to practice architecture from a recognized licensing board preferred
  • Specialized courses in relevant general engineering or an appropriate engineering discipline preferred
  • Specialized courses in management preferred.
  • Progressive work experience, including supervision, within area of discipline.

Direction

A. Supervision Received

  • Receives administrative supervision from a senior manager of engineering in terms of broad general objectives and limits.
  • Receives operational direction from a project manager.

B. Supervision Exercised

  • Establishes operational objectives and work plans, and delegates assignments to subordinate managers.
  • Manages activities of a broad functional area through the first level managers and exempt specialists.

C. Contacts

  • Laboratory personnel and management and participates in contacts with the Laboratory’s customer on matters relating to engineering progress and quality.
