Position Overview

Contractor assurance specialist requires supporting the Institutional Management Review Board (IMRB), including but not limited to, managing agenda, read aheads, staffing institutional issue disposition, collecting Los Alamos Issues Management Tracking System (LIMTS) data metrics, and managing the Laboratory Integrated Assessment Schedule.

Key Position Requirements

Intermediate level skills using Power Point and Excel to represent and analyze performance data. Experience and knowledge of LIMTS, with proficiency at level of an administrative Issues Management Coordinator. Ability to coach, advise, and support the senior managers on implementation of Contractor Assurance System (CAS) tools. Demonstrated orientation toward customer service. Demonstrated excellence in written communication, including summarizing complex institutional issues.

Summary

Contractor assurance specialists support the deployment of an integrated set of contractor assurance system (CAS) processes that enable management by fact, continuous institutional learning and improvement across all major areas of mission/program, science/technology/engineering, operations and business support, with an overall focus on improving mission delivery.

The contractor assurance specialist 2 requires working knowledge of two to four of the contractor assurance suite of processes. Functions as subject matter expert in one area and/or as the lead operator for the assigned contractor assurance processes according to established policies and guidance from CAO managers. Interacts occasionally with associate directors. Intermittent short-term supervisory lead of work groups, projects, or teams. Responsible for ensuring that multiple independent processes perform to specification. Designs and improves processes. Receives assignments from organizational managers in the form of objectives with goals and the process by which to meet goals. Work is reviewed upon completion for adequacy in meeting objectives. Facilitates or operates a portion of the contractor assurance suite of processes and is capable of using the full suite. Recommends approach to solutions, plans schedule and arranges activities in accomplishing objectives. Accountable for ensuring that multiple, interdependent processes perform to specifications.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Designs, deploys and operates systems and supporting tools and provide training for: performance improvement; commitment management; measures, assessments; lessons learned; risk characterization; issues and corrective actions management; and process improvement to enable fact- and data-based executive management decisions for the institution and its major business areas.
  3. Provides coaching and advice to our management customers.
  4. Works with contractor assurance deployed staff in assisting them in implementing CAS in their respective organizations.
  5. Represents management customers, as requested, to present their opinions and extend their authority and direction.
  6. Facilitates collaboration and coordination to solve complex institutional performance challenges using CAS.
  7. Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting contractor assurance policies or programs; recommends sound, practical solutions to complex issues.
  8. Understands and adheres to all Laboratory and regulatory requirements specific to contractor assurance.
  9. Ensures all results, processes, and final products meet quality specifications and are completed according to established requirements including cost, scope, and schedule.
  10. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Education

  • A bachelor's degree and a minimum five years of related experience, or an equivalent combination of education and experience.
  • Prior experience in organizational-level performance-based management, quality, and/or a technical discipline related to area of assignment

Direction

A. Supervision Received

  • Receives functional and operational direction from respective contractor assurance office (CAO) managers.
  • Receives strategic guidance from director, deputy director, and/or principal associate director.
  • Receives functional guidance from associate directors and division leaders, including guidance via the contractor assurance deployed staff.

B. Supervision Exercised

  • Provides functional, operational, and developmental direction to reporting support and/or clerical employees, if assigned.
  • Provides functional and schedule direction to the contractor assurance deployed staff.

C. Contacts

  • Director, deputy director, principal associate director, associate director, division leaders, and all associated direct reports and staff.
  • CAO managers, deployed staff, subject matter experts, partners and suppliers; and institutionally assigned agents (IMCs, etc.)
  • LANS board of governors and staff, LANS partners, and contractor assurance associates from across the DOE complex.
  • DOE and NNSA management, staff, and subject matter experts.
  • External vendors of contractor assurance key tools.
