Position Overview

ASM-AO needs responsible employees for reviews of subcontractor cost/price proposals, purchase order or subcontract changes, requests for equitable adjustments, subcontractor claims or termination claims, subcontractor cost incurred or closeout audits, and any other cost or pricing actions by ASM organizations; responsible for providing analysis and risk assessment support to ASM acquisition groups and teams in the areas of financial statement review and financial condition of subcontractors; prepares cost/price analysis reports, financial responsibility reports, and any other price or cost related evaluations, including findings and recommendations; and performs and reports on special price or cost assessments for acquisition managers.

Summary

Responsible for routine reviews of subcontractor cost/price proposals, purchase order or subcontract changes, requests for equitable adjustments, subcontractor claims or termination claims, subcontractor cost incurred or closeout audits, and any other cost or pricing actions by ASM acquisitions organizations; responsible for providing analysis and risk assessment support to ASM acquisition groups and teams in the areas of financial statement review and financial condition of subcontractors; prepares cost/price analysis reports, financial responsibility reports, and any other price or cost related evaluations which will include findings and recommendations; and performs and reports on special price or cost assessments for acquisition managers.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Plans, reviews and reports on cost/price analysis for subcontractor cost or price proposals on new acquisitions, changes, requests for equitable adjustments, interim cost incurred reviews, claims, terminations, and undefined pricing actions of medium risk.  As a follow-on, provides support to acquisition personnel during negotiations of such actions.
  3. Performs cost accounting and timekeeping systems reviews and financial responsibility assessments of subcontractors in support of capability determinations for medium risk actions.
  4. Performs subcontractor invoice reviews of high-risk cost type and time and materials subcontracts or any other procurement actions with historical or recurring invoicing issues as assigned. 
  5. Performs non-complex cost incurred or closeout audits of subcontracts, coordinates audit requests with external agencies, and helps negotiate or coordinate resolution of questioned costs as assigned.
  6. Maintains working relationships with ASM-AO acquisitions groups and teams relating to all cost support activities.
  7. Assists supervisor with oversight and tracking of required audits of subcontracts regarding internal and external reviews of pre-award reviews, interim/cost incurred reviews, and closeout audits.
  8. Adviser and subject matter expert to ASM groups and teams relating to subcontractor financial capability and allocation and allow-ability of contract costs for non-complex actions.
  9. Conducts special project reviews and analyses of non-complex acquisition functions relating to cost activities as assigned.
  10. Participates in drafts changes to Acquisition Procedures relating to cost activities as requested.
  11. Provides staff assistance to the Acquisitions Operations Manager and assigned manager.
  12. Helps mentor entry level cost/price analysts.

Job Knowledge

Has seasoned experience, a full understanding of, and / or working knowledge of the following: 

  • Basic understanding of prime contract requirements, subcontracting, and federal guidelines.
  • Working knowledge regarding cost/price analysis and financial and audit requirements.
  • Basic understanding of source selection process and formulation and administration of purchase orders and all contract types.
  • LANL Organization, Directives and Instructions.
  • Experience in all aspects of Acquisition Management.
  • Knowledge of procurement regulations and detailed knowledge of government procurement practices.
  • Experience in the formation, negotiation, award and administration of multiple types of contracts including complex, high risk contracts.
  • Specific job function, e.g., development and coordination of acquisition system processes, preparation of procedures and reports, etc.
  • Problem solving and interpersonal skills.
  • Managing innovation and make process improvements.
  • Analytical techniques, administrative and management methods.
  • Working and communicating effectively with all levels of supervision and management
  • Oral and written communications.
  • Supervising and leading personnel, workload distribution and execution of work, as well as administration of personnel actions, including salary planning, annual performance reviews, and career counseling.
  • Budgeting and financial planning.
  • Responsible for performance of Acquisition Operations staff functions.
  • Knowledge of Acquisition Operations activities.
  • Preparation of procedures and reports.
  • Special project administration functions.

Education

  • Typically requires a minimum of 5 years of related experience or degree commensurate with required experience.

Direction

A. Supervision Received

  • Reports to and receives technical and operational direction from the Acquisition Operations Manager or assigned manager. Receives general instruction on routine work and detailed instruction on new projects and assignments.
  • Normally receives little instruction on day-to-day work, general instructions on new assignments.

B. Supervision Exercised

  • None, although a mentor for entry level positions.

C. Contacts

  • Maintains frequent contact with functional and Acquisition Management personnel to improve effectiveness of project controls and management techniques.  Maintains contact with other internal functional groups as required such as CFO, Legal, HR, and external entities such as LASO, OIG, DCAA, and DHHS.
