Position Overview

Reporting to the Group Leader for High-Power Electrodynamics, the PSA 4 will authorize and execute the operational aspects of the group¿s work plan in support of group, division, and institutional objectives. The PSA 4 helps the Group Leader develop the group strategic plan and is responsible for successful execution of its operational components and respresents the group and the ISR management team to other organizations at TA-53. The PSA 4 manages all group resources (financial, people, and facility) and coordinates and oversees interactions with the FOD. The PSA 4 provides operational support for program development activities and shares responsibilities for personnel management with the Group Leader.

Summary

Provides professional business, operational, and/or programmatic support for specialized functions, programs, and/or organizations. Specific duties may include, but are not necessarily limited to: providing resource and project management; conducting research and assembling data for assigned specialized reports, presentations, and/or planning documents; planning meetings and conferences; and assisting in the analysis, design and implementation of business, operational, and/or programmatic initiatives to ensure organizational objectives.

NOTE:  This function is most closely related to professional support activities requiring specialized knowledge of functions, organizations, and/or programs.

Job Duties

  • Safety and security are a primary responsibility for all Laboratory employees.   • Provides professional support for specialized functions, organizations, and/or programs, typically requiring expertise and/or unique knowledge to contribute to the development of objectives and principles to achieve goals in creative and effective ways.
  • Conducts research and assembles data for assigned projects related to specialized functions, organizations, and/or programs for unusually significant, unique, or complex issues where solutions are highly creative and where analysis of situations or data requires an evaluation of intangibles.
  • Under consultative direction, composes a variety of specialized reports, presentations, and/or planning documents related to specialized functions, organizations, and/or programs.
  • Using independent judgment, plans logistics, scheduling, announcements, and administrative facilitation of business, operational, and/or programmatic meetings and/or conferences.
  • Leads analysis, design, and/or implementation of business, operational, and/or programmatic-related initiatives to promote and ensure organizational objectives.
  • Contributes to the development of and tracks and reports progress towards business, operational, and/or programmatic goals and objectives.
  • Acts as a resource regarding, develops and initiates changes to, and evaluates processes, procedures, and guidelines related to specialized functions, organizations, and/or programs.
  • Handles sensitive information and may handle classified matter.
  • May participate in special business, operational, and/or programmatic assignments.
  • Understands and adheres to all Laboratory and regulatory guidance and governance specific to policies and procedures.
  • Ensures all results, materials, processes, and final products meet quality specifications and are completed according to established requirements.
  • Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Expert-level knowledge of and experience in a professional discipline relevant to specialized functions, organizations, and/or programs.
  • Expert-level knowledge of and experience with standard software packages, including required software for specialized functions, organizations, and/or programs.
  • Expert-level knowledge of the Laboratory's organizational structure and policies, practices, and procedures.
  • Expert-level knowledge of policies, practices, and procedures related to the assigned areas specialized functions.
  • Expert-level knowledge of governmental regulations and potential environmental impacts related to the assigned areas specialized functions.
  • Expert-level skill and extensive experience in conducting research, investigating alternatives, and recommending solutions on problems affecting business, operational, and/or programmatic oversight of the assigned areas specialized functions.
  • Expert-level skill and extensive experience in the preparation of reports, including specialized reports related to the assigned areas functions.
  • Excellent oral and written communication skills.
  • Excellent customer service skills.
  • Ability to interact effectively with all levels of internal and external personnel, including formal networking involving coordination among groups.
  • Ability to lead, organize, prioritize, and follow-through to completion on multiple complex tasks, under strict deadlines and changing priorities.
  • Ability to work with sensitive information and/or classified matter.

Education

  • Position typically requires a bachelor’s degree and a minimum of twelve years related experience, or an equivalent combination of education and experience. 
  • An undergraduate degree and post-graduate course work is typically expected at this level.

A. Supervision Received

  • Receives functional and operational direction from the assigned manager.

B. Supervision Exercised

  • May supervise assigned personnel.

C. Contacts

  • Point of contact with all levels of Laboratory staff and management to provide professional support activities and information.
  • Point of contact with sources and affiliates external to the Laboratory to receive and/or convey information.
