Position Overview

The Deputy Division Leader (DDL) will provide leadership, vision, strategic and tactical planning, and management for high quality R&D across the Experimental Physical Sciences (EPS) Directorate, with a technical and programmatic focus on work related to the Dynamic Model Validation capability, science campaigns in general, and ICF. The P DDL will be expected to team with the EPS Directorate, Division, and Group management and with programmatic customers across the Laboratory and within DOE NNSA. The selected candidate can expect to spend roughly 25% of their time serving in a line leadership function within P Division, 25% managing the DMV program, and 50% interacting with staff across the EPS Directorate and customers managing and building programs within a candidate's specific focus area.

Demonstrated success in developing a strategic vision and major programs and in representing a Directorate internally and externally. Record of excellent oral and written communications and demonstrated excellent interpersonal skills.

Summary

Serves as the deputy organizational/division manager assisting in the oversight of research and development employees and activities within one of the following disciplines: biological science, chemical science, earth science, materials science, physical science, engineering, or information/computing science and/or engineering.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Serves as a model for organization/division in areas of safety and security behavior. Serves as a responsible steward of the environment and increases awareness of environmental laws and standards.
  2. Assists and serves as deputy in the overall direction of all personnel within a research and development organization/division.
  3. Assists and serves as deputy in the overall direction for planning and coordinating a diverse range of research and development activities and processes for new technological initiatives and/or products within and across organizational/division levels.
  4. Assists and serves as deputy to participate in Laboratory development of methods, techniques, and evaluation criteria for projects, programs, and people and assists in determining how to use research and development unit/groups to meet work scope, schedules, budgets, and division/directorate goals. Recommends solutions, monitors implementation status, and reports progress towards organizational/division/directorate objectives and improvements, including work scope, technical capabilities, schedules, budget, and operations.
  5. Ensures and models management behaviors to define and improve work flow and works cooperatively and jointly to provide quality customer service.
  6. Assists and serves as deputy to provide counsel, advice, and assistance to employees and management on matters dealing with government legislation, Department of Energy (DOE) contract compliance, and/or Laboratory policies or procedures to ensure compliance.
  7. Assists and serves as deputy to provide guidance, interpretation, and direction regarding policies and programs concerning research and development activities. Develops and implements updated processes and procedures in a timely manner.
  8. Supports R&D manager 6 in ensuring proper communication to organizational/division employees and other organizations/divisions on the implementation of research and development policies, procedures and practices.
  9. Assists and serves as deputy to direct the preparation of studies on complex subjects for division/directorate management; identifies problem areas, investigates alternative solutions, determines cost implications, and ensures the implementation of short- and long-term solutions.
  10. Assists and serves as deputy to develop and implement division budgets; reviews applicable segment of budgets in relation to research and development objectives to ensure cost effectiveness.
  11. Supports R&D manager 6 in directing the administration of research and development employees including, forecasting staffing requirements, adhering to action-oriented programs to address affirmative action placement goals, directing assignments, assuring workforce development, monitoring performance, and initiating personnel actions.
  12. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Expert-level knowledge of and proven ability in one or more of the following research and development disciplines: biological science, chemical science, earth science, materials science, physical science, engineering, or information/computing science and/or engineering.
  • Expert-level knowledge of and proven ability in developing and implementing research and development projects and related processes.
  • Expert-level knowledge of and proven ability in conducting research and/or development activities, investigating alternative solutions, and recommending solutions to problems affecting research and development activities, projects, and/or initiatives.
  • Expert-level knowledge of and proven ability in implementing, enforcing, and providing guidance for Laboratory policies and government regulations affecting research and development activities, projects, and/or initiatives.
  • Expert-level knowledge of and proven ability in implementing, enforcing, and providing guidance for Laboratory objectives and other statements of policy, practice, and/or procedure.
  • Expert-level knowledge of and proven ability in budget preparation and oversight.
  • Expert-level knowledge of and proven ability in management, supervision, and development of assigned employees.

Education

  • Minimum requirement is a bachelor’s degree in science or engineering.

Direction

A. Supervision Received

  • Receives functional and operational direction from higher-level research and development managers.
  • Works under nominal supervision, typically from research and development manager 6.

B. Supervision Exercised

  • Provides functional and operational direction to reporting research and development managers and technical, operational, and administrative staff.
  • Assists research and development manager 6 in providing direction to a research and development organization/division, including the ability to build effective teams and enhance the technical and professional skills of reporting staff.

C. Contacts

  • Internal contacts include research and development line, project/program, and senior managers.
  • External contacts may include parent companies, government agencies, and professional and community organizations.
  •  May have contact with the Laboratory Director.
  • Participates in peer review at organization/division and Laboratory-wide levels. May participate in peer reviews external to the Laboratory.

Notes To Applicants

Applicants must have the ability to obtain a Q clearance, which normally requires U.S. citizenship. A Ph.D. degree in a scientific or engineering field relevant to EPS Directorate's mission and projects is required.
