As a Deployed Security Officer (DSO), report to the PS-4 Group Leader and relevant Security Program Leader and be accountable to the supported line manager. Serve as a point of contact for all safeguards and security issues within the supported organization and assist in the implementation of security related Implementation Support Documents (ISO) and Department of Energy (DOE) directives. Ensure proper preparation of Activity and Facility Security Plans and that line employees and workers are properly trained and aware of security requirements. Assist in security self-assessments, audits and surveys when appropriate. Coordinate security aspects of projects with relevant security core groups as required.
Demonstrated experience, knowledge and proficiency in one or more of the following disciplines: physical security, personnel security or information security. Demonstrated ability to develop and write complex plans and procedures with limited direction and supervision. Show a proven record of excellent customer service and quality, on-time product delivery. Demonstrate an ability to work on multiple projects with varying priorities and demanding deadlines. Demonstrated experience in mentoring. training or supervising others in job related skills. Demonstrate excellent oral and written communication skills as well as the ability to present well organized briefings to employees and managers. Demonstrated ability to solve moderately complex problems where guidelines may be lacking.
Summary
Performs a full range of security functions including, but not limited to security programmatic planning; vulnerability analysis; inquiry and integration; assessments; personnel security; security area management, corrective action resolution and implementation, inspections; investigations/internal inquiries/vulnerability & intelligence driven analysis, and providing assistance in the coordination of executive and VIP protection, self assessments, and risk assessments. Make recommendations of appropriate and required security measures, techniques and methods to assure and improve the protection of classified interests and assets, personnel, activities, and Laboratory facilities.

Assist in the implementation throughout the institution of corrective actions, operations, and methods for identifying and protecting information, personnel, property, facilities, operations, or materials from unauthorized disclosure, misuse, or theft.

Apply institutional direction to core and field security & safeguards applications and operations.

Provide resolutions to a diverse range of security problems which require data analysis and evaluation.

Determine security & safeguards solutions and plan schedules to accomplish objectives.

Review security & safeguards processes and conduct on-site assessments to ensure specifications meet security needs.

Recommend and coordinate the acquisition, installation or replacement of equipment designed to increase efficiency of security & safeguards operations.

Support security inquiry officials. Implement corrective actions on behalf of organization. Assess effectiveness of solutions.

Independently plan and conduct security & safeguards assessments and brief organization and management on status of findings.

Provide backup support for other security & safeguards personnel with other areas of responsibility.

Understand and adhere to all Laboratory and regulatory guidance and governance specific to security.

Ensure all security & safeguards systems, processes and final products meet quality specifications and are completed according to established requirements.

Job Knowledge

Specialized knowledge and experience in one or more of the major security areas – classified matter protection and control, information security, physical security, computer security, and personnel security.

In-depth knowledge and experience with security & safeguards functions such as inspections, identification of vulnerabilities, and assessment of risks.

Specialized knowledge and experience with making recommendations of appropriate and required security & safeguards measures, techniques, and methods to assure and improve the protection of personnel, activities and Laboratory facilities.

Knowledge of law enforcement, intelligence, and/or public or private sector security organizations.

Extensive experience and demonstrated skill in conducting research, investigating alternatives, and recommending solutions on problems affecting security & safeguards.

Skill to conceptualize and communicate major elements of security & safeguards to both technical and non-technical personnel.

Experience and skill in the preparation and presentation of security & safeguards reports to internal organizations.

In-depth knowledge of the Laboratory’s security & safeguards policies, practices, and procedures.
Education

Position typically requires a Bachelor’s in business, management, or security-related field and a minimum of two years related experience, or an equivalent combination of education and relevant experience.
