Position Overview

As a member of the ES&H Training Team within Central Training Division, Institutional Training Group develop and deliver training in the areas of environmental protection, transportation, and industrial hygiene and safety. Assist with course management, course/program evaluation, and the delivery of courses to technical and non-technical audiences. Serve as a technical expert and provide direction in the development and implementation of Laboratory ES&H training programs. Be responsible for ensuring technical accuracy of training and training program compliance with DOE orders, State and Federal law, and Laboratory requirements. Interact with personnel at all levels internal and external to the Laboratory. Exhibit the highest ethical and professional character.

Key Position Requirements

Demonstrated technical knowledge of chemistry, biology, or related technical field. Working knowledge of Federal and State regulatory requirements, DOE Orders, and Laboratory policies addressing environmental protection, transportation, health, and safety. Demonstrated experience in effective interaction with workers, management, regulators, and team/group members. Experience in a high hazard and nuclear environment, with the ability to deploy on a strike team if necessary. Demonstrated experience delivering technical topics. Demonstrated effective oral, written, and interpersonal communication skills. Working knowledge with Conduct of Operations requirements and DOE/DNFSB requirements for hazardous or a nuclear working environment.

Summary

Provide technical and non-technical training and education program services to Los Alamos National Laboratory.  Work with customers and stakeholders to design, develop and implement training programs in accordance with applicable regulatory drivers and contractual requirements.  Evaluate and assess Laboratory training program effectiveness.  Represent the Laboratory before regulatory agencies on matters pertaining to the institutional training program.

Independently develop resolutions to complex problems that require the frequent use of creativity and where analysis of situations or data requires an in-depth evaluation of variable factors.  Accomplish work without considerable direction.  Coordinate activities of other personnel.  Exercise significant latitude in determining objectives of assignment, and determine the methods and procedures needed for new assignments.

A seasoned professional with wide-ranging experience.  Uses industry concepts and Laboratory objectives to resolve complex issues in creative and effective ways.  Frequently contributes to the development of new theories and methods.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Apply the systematic approach to training in the analysis, design, development, implementation and evaluation of training programs. 
  3. Work with customers, stakeholders and regulators to assure training programs meet customer needs, regulatory drivers and contractual requirements. 
  4. Develop, implement and maintains formal qualification and certification programs. 
  5. Develop, implement and maintain the training staff qualification program. 
  6. Develop and maintain training plans. 
  7. Evaluate and assess training program implementation. 
  8. Represent the institutional training program before stakeholders and regulators. 
  9. Develop training program policies, procedures, processes, tools, formats, templates and examples. 
  10. Develop technical procedures. 
  11. Adheres to policies and programs concerning the institutional training program and other applicable policies and programs.
  12. Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting training program policies or programs; recommends sound, practical solutions to complex issues.
  13. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Comprehensive knowledge of Laboratory policies and procedures pertaining to training.
  • Comprehensive knowledge of Department of Energy (DOE) orders and standards pertaining to training.
  • Sound understanding of learning management systems, the Laboratory's training data management systems and related information data systems (e.g., Data Warehouse).
  • Demonstrated proficiency in the use of common computer-based applications (e.g., Microsoft Office).
  • Working knowledge of Laboratory process for procurement of vendor services.
  • Training science and technology in educational, vocational or technical training disciplines.
  • Instructional system design and development using the systematic approach to training (SAT).
  • Adult learning theory, principles and application.
  • Performance-based training techniques.
  • Research techniques and sources for identifying training requirements in federal and state laws, regulations, orders, manuals and standards, as well as other contractual requirements and Laboratory policies and procedures.
  • Research techniques and sources for identifying the training content to support learning objectives in all assigned training topics.
  • Training administrative, support and documentation practices and processes.
  • Project planning, organization, scheduling and management.
  • Analytical and problem solving techniques and processes.
  • Consulting techniques and processes.
  • Training metrics including data gathering, collation, analysis, trending, tracking and reporting.
  • Communication and presentation techniques in both written and spoken communications in the English language.
  • Ability to operate classroom audio-visual equipment.
  • Demonstrated excellence in written and verbal communication.

Education

  • Position typically requires a BA/BS, MA/MS and a minimum of six years of related experience, or an equivalent combination of education and experience. 

Direction

A. Supervision Received

  • Receives functional and operational direction from assigned training manager and supervisor.

B. Supervision Exercised

  • Provides operational direction to reporting subject matter experts, training coordinators, training support and/or clerical employees, if assigned.

C. Contacts

  • Contacts Laboratory personnel and management and members of regulatory and stakeholder organizations and other recipients of LANL training services.
