Position Overview

The Operations Support Manager reports to the Utility & Infrastructure Facility Operations Director. The Utility and Infrastructure Division is a dynamic customer focused organization that has the mission to provide the Laboratory with utility services, energy management, and to maintain the roads and grounds infrastructure. The Operations Support Manager is the senior line manager responsible for the support functions in the Utility & Infrastructure Division through direct reports and deployed support including training, document control and records management, issues management, budget and finance, property, HR, and general administrative support. The Operations Support Manager is responsible for implementing the Conduct of Training program for the Utility & Infrastructure Division.

Experience in the writing and development of operating procedures and casualty/abnormal procedures. Demonstrated ability to develop an effective team. Exceptional customer service skills. Effective interpersonal, written, and verbal communication skills. Strong self-motivation and goal-oriented management of multiple tasks as demonstrated by successful completion of assignments. Summary

Manages the development and maintenance of operational quality assurance programs, policies, processes, and procedures in support of safe, compliant and cost effective facility operations. Duties may include, but are not necessarily limited to, providing guidance on and ensuring compliance with governmental regulations and Laboratory guidelines; overseeing incident and general issues management investigations and reporting; developing and maintaining required operational documentation and procedural manuals; and providing other compliance and/or quality-related support functions including the tracking and assurance of employee training; budget planning, development and management; management of human resources; property accountability, access control; and other operational and administration support functions as required.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Determines organizational objectives and interprets Laboratory policies
  3. Defines operational goals, improves technologies, and resolves problems by partnering with tenant managers and directing the activities of assigned and deployed personnel.
  4. Establishes operational objectives and work plans, and delegates assignments to subordinate managers
  5. Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results
  6. Develops and maintains facility operating limits including the review, approval, and assessment of all facility operations, including new activities.
  7. Oversees the development and maintenance of required operational program compliance, cost and budget, planning and scheduling, training, special projects, or related areas. Implements and maintains an appropriate formality and/or conduct of operations.
  8. Notifies, investigates and reports abnormal occurrences
  9. Coordinates facility resources including, but not limited to, health, safety, and environmental professionals; security personnel; quality assurance and product and work control staff; plant and design engineers; maintenance personnel; waste coordinators; inventory, materials, and shipping/transportation staff; document controls/records management personnel; training staff; and special project teams.
  10. Performs investigations following abnormal occurrences  to identify and correct the cause of the event and properly report it in accordance with Department of Energy (DOE) and Laboratory directives
  11. Manages the activities of individual contributors or supervisors in a section or department with accountability for results in terms of costs, strategies and employees
  12. Manages activities of a broad functional area through first level managers and exempt specialists
  13. Acts as an advisor to subordinate supervisors or staff members
  14. Regularly interacts with senior management or executive levels that perform similar or related tasks
  15. Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors
  16. Provides counsel, advice, and assistance to management on matters dealing with government legislation, DOE contract compliance, and/or Laboratory policies or procedures to ensure compliance.
  17. Provides guidance and interpretation of policies and programs concerning operations management.
  18. Ensures proper communication to employees and other organizations on the implementation of operational management policies, procedures and practices.
  19. Defines and recommends organizational objectives, develops specific short-term and long-range plans, and monitors progress to assure work objectives are attained and schedules are met.
  20. Directs preparation of concise studies on complex subjects for management; identifies problem areas, investigates alternative solutions, determines cost implications, and recommends solutions.
  21. Provides input for budgets; reviews applicable segment of budgets in relation to facility objectives to ensure cost effectiveness.
  22. Directs the administration of operations employees including, forecasting staffing requirements, developing and executing action-oriented programs to address affirmative action placement goals, directing assignments, assuring training and development, monitoring performance, and initiating personnel actions.
  23. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • In-depth knowledge and experience conducting critiques, root cause analysis, and lessons learned.
  • In-depth knowledge of the Laboratory's organizational structure and objectives.
  • In-depth knowledge of facility policies and procedures.
  • In-depth knowledge of and experience with Laboratory financial systems and processes.
  • In-depth knowledge of government regulations affecting operations management.
  • Experience and demonstrated skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting operations management.
  • In-depth understanding of current business trends
  • Demonstrated experience in the management, supervision, and human resources administration of assigned employees
  • Ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship
  • Demonstrated ability to gain cooperation of others and conduct presentations of technical and/or function-specific information concerning specific projects or schedules
  • Exceptional in the preparation and presentation of oral and written reports.
  • Q clearance may be required.

Education

  • Position typically requires a bachelor's degree, master's degree preferred, and at least 12 years experience.

Direction

A. Supervision Received

  • Receives functional and operational direction from the operations managers 5-6 and/or operations support managers 5-6.

B. Supervision Exercised

  • Provides functional and operational direction to reporting operations support specialists and/or clerical employees, if assigned.

C. Contacts

  • Regular contact with operations/facilities management, maintenance, engineers, technicians, other operational and facility personnel, and tenants.
