This position is needed to support services being in-sourced from KSL. As a member of the Maintenance and Site Services Division (MSS-DO), the selected candidate will be responsible for the management of construction, maintenance, or site services subcontracts from conception to closeout for the Los Alamos National Laboratory (LANL). Implements construction, maintenance, or site services subcontract management in accordance with established Acquisition Services Management Division and Construction Management Division or Maintenance and Site Services division policies and procedures. Oversees and monitors performance in accordance with the terms and conditions of complex subcontracts and Department of Energy (DOE), Laboratory, and site-specific requirements.
Summary
Responsible for the management of construction, maintenance, or site services subcontracts from conception to closeout for the Los Alamos National Laboratory (LANL). Provides support to more experienced sub-contract technical representatives in the management of subcontracts for the Laboratory.

Oversees and monitors performance of complex subcontracts.

Develops and submits requisition packages.

Provides oversight of the program and subcontract compliance with safety, quality, cost, schedule, security, and environmental subcontract performance within the terms of the contract.

Maintains a thorough knowledge of the subcontract and initiates trends for approved changes or any change that impacts the cost and schedule of the subcontract.

Coordinates arrangement for site access and de-conflict competing site activities.

Confirms that all required permits, clearances, work documents, and other requirements are in place prior to work.

Conducts progress review meetings.

Supports the subcontract close out activities (acceptance inspections, punch list, closeout of claims, etc).

Adheres to policies and programs concerning the maintenance and site services organization.

Maintains contract files.

Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting subcontract policies or programs; recommends sound, practical solutions to complex issues.

Job Knowledge

Experience in the formation and administration of subcontracts through the several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps.

Thorough knowledge of the Laboratory's organizational structure.

Thorough knowledge of subcontract policies and procedures.

Thorough knowledge of government regulations affecting maintenance and site services subcontract management.

Experience in the preparation and presentation of oral and written reports.

Relevant work experience and knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and LANL policies, procedures, and work practices.
Education

Position typically requires a recognized degree in an engineering, construction, or contracts law discipline or specialized courses in contract management and a minimum of five years of related experience, or an equivalent combination of education and experience.
