Position Overview

As a member of the Maintenance and Site Services Division (MSS-DO), the selected candidate will be responsible for managing integrated fabrication execution by overseeing and managing all phases of fabrication, assembly and testing of parts and assemblies, meeting ASME NQA-1 requirements, for LANL mission customers. The Fabrication Superintendent will oversee represented Iron Workers, Sheet Metal, and Machinist craft trades supporting the Metal Fabrication Shop in the execution of industrial work.

Key Position Requirements

Required Skills: Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to fabrication shop operations. Possess full knowledge of the standards of American Society of Testing Material (ASTM), standards of the American Welding Society (AWS) and ASME NQA-1. Comprehensive trade/skill knowledge to be recognized as subject matter expert in fabrication operations. Full knowledge of ML-1 and ML-2 material control. Full knowledge of machining tool operation and maintenance. Full knowledge of government and regulations affecting fabrication operations.

Summary

Responsible for supervising and directing activities of facility maintenance and/or construction craftsmen and/or superintendents, as assigned, for the Project Management and Maintenance Site Services Directorate. Oversees and manages craft supporting Maintenance Groups, Shops, and/or Project/Construction Management for the execution and oversight of industrial/construction work.

Job Duties

1.        Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

2.        Direct the sequence of work for several crews of related crafts operating within assigned areas.

3.        Manage a pool of represented craft who are deployed and/or dispatched daily to LANL operations and construction projects.

4.        Manage specialty shop services and/or business operations involving represented craft workforce, as assigned.

5.        Provide leadership for the safety and accident prevention programs for assigned areas or projects which include: worksite specific safety orientation of new employees, monitor subcontractor safety meetings, inspect worksite for unsafe conditions and practices and take appropriated corrective actions.

6.        Ensure maintenance and/or construction operations continuously adhere to engineering designs, specifications, quality standards, schedules, and budgets.

7.        Responsible for maintenance and/or construction performance, including subcontractors within assigned areas.

8.        Responsible for oversight of subcontracted and/or in-house facility maintenance and/or construction services.

9.        Responsible for manpower, ensuring those assigned are composed of qualified and knowledgeable personnel.

10.     Establish, coordinate, and implement maintenance and/or construction schedules and equipment requirements.

11.     Ensure effective resource utilization of labor, equipment, material and services.

12.     Implement and enforce policies, procedures and related work rules as established by maintenance and/or construction management.

13.     Provide input on performance evaluations for assigned personnel.

14.     Ensure strict adherence to federal and state rules, regulations, and safety codes.

15.     Understand and adhere to all Laboratory and industry regulations and collective bargaining agreements specific to facility maintenance and/or construction.

16.     Investigate events to identify the root cause and assist in implementing appropriate corrective actions.

17.     Provide counsel, advice, and assistance to management on matters dealing with Labor Relations, Department of Energy (DOE) contract compliance, and/or Laboratory policies or procedures to ensure compliance.

18.     Administer discipline when it is identified that an employee has violated Craft Employee Work Rules, LANS Directives, Procedures, or Policies.

19.     Direct the administration of maintenance and/or construction employees including, forecasting staffing requirements, developing and executing action-oriented programs to address affirmative action placement goals, directing assignments, assuring training and development, monitoring performance, and initiating personnel actions.

20.     Foster a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

·         Full knowledge of and experience with facility maintenance and/or construction management including systems engineering design and maintenance, safety/authorization basis, configuration management programs, work control, facility control systems, major construction projects, and upgrades and renovations.

·         Supervisory experience with represented workforce and full understanding of collective bargaining agreements.

·         Full understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.

·         Full knowledge of government and industry regulations affecting facility maintenance and/or construction.

·         Demonstrated experience in management, supervision, human resources, and labor relation administration of assigned employees to include bargaining unit employees.

·         Ability to understand and interpret various physical, mechanical, and electrical documents, blueprints, drawings, and schematics.

·         Ability to utilize and manipulate a computerized work management system in maintaining and tracking project activities.

·         Full knowledge of facility maintenance and/or construction policies and procedures.

·         Demonstrated experience and skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting the maintenance and/or construction management programs.

·         Demonstrated skill in the preparation and presentation of oral and written reports.

·         Prior work experience with an Earned Value Management System (EVMS) desirable.

Education

·         Position typically requires a bachelor’s degree and a minimum five years experience in maintenance and/or construction, or an equivalent combination of education and experience.

Direction

A. Supervision Received

·         Receives functional and operational direction from craft Superintendent 3 or 4.

B. Supervision Exercised

·         Provides functional and operational direction to reporting superintendents, represented craft, and/or clerical employees, if assigned.

C. Contacts

·         Regular contact with maintenance, operations and/or construction management, engineers, technicians, superintendents, represented craft and other maintenance and/or construction personnel.
