Position Overview

Report to the Environment, Safety, Health and Quality (ESH&Q) Deputy Associate Director and provide technical expertise, leadership and management to various operations customers and facilities throughout LANL. Performs work in a wide range of environmental, health and safety disciplines to achieve compliance with the Laboratory's ESH&Q standards and with federal and state regulatory requirements. Primary liaison for ESH&Q core management, site customers and deployed employees/sub-contractors. The manager will lead work execution for assigned organizations and facilities to promote ESH&Q compliance in accordance with applicable requirements; lead customer and facility-specific requirements for deployed ESH&Q personnel; work with FOD and customer organizations to establish needs, funding level and budget work packages, priorities and limitations.

Key Position Requirements

Coordinates with ESH&Q line management, to approve time and effort, absences and vacation requests; training and professional development for deployed personnel. Works with Subject Matter Expert's (SME's) to evaluate situations, determines risks in accordance with institutional requirements, and assists customers with submittal of variances. Reviews facility-and program-specific ESH&Q data for trends, and involves SME's to make recommendations for improvement. Works with ESH&Q line mgmt to coordinate customer involvement in regulatory inspections and audits. Responsible for: providing direction to programmatic and facility customers to help ensure that work is conducted in accordance with LANL and facility requirements; approves expenditures within budgetary limitations as assigned by customer; approves, develops and implements policy interpretations.

Summary

Performs work in a wide range of environmental, health and safety disciplines to achieve compliance with the Laboratory's environmental, safety, health and quality (ESHQ) standards and with federal and state regulatory requirements. Assists in the development, implementation and maintenance of programs, systems and procedures necessary to ensure the overall safety and health of employees and the community.

Requires an in-depth knowledge of organizational objectives. Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results. Determines organizational objectives, and interprets Laboratory policies. Establishes operational objectives and work plans, and delegates assignments to subordinate managers. Work is performed without appreciable direction. Completed work is reviewed, from a relatively long-term perspective, for desired results. Rarely becomes involved in daily operational activities. Decisions would affect the financial, employee, or public relations posture of the Laboratory. Erroneous decisions will result in critical delay(s) in schedules and/or unit operations and may jeopardize overall business activities. Regularly interacts with senior management or executive levels that perform similar or related tasks. Requires the ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship. Manages activities of broad functional area through first level managers and exempt professionals. Has overall responsibility for developing and administering budgets, schedules, and performance standards for the organizational unit.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Fosters a mutually respectful work environment that is free from discrimination and harassment.
  3. Develops and performs oversight of policies, procedures and systems required for maintaining and enhancing the overall ESHQ programs.
  4. Determines the need for ESHQ program changes and/or new procedures, and ensures the appropriate government format and content are followed.
  5. Coordinates with appropriate federal, state and local management authorities.
  6. Provides counsel, advice, and assistance to management on matters dealing with government legislation, Department of Energy (DOE) contract compliance, and/or Laboratory policies or procedures to ensure compliance.
  7. Provides guidance and interpretation of policies and programs concerning ESHQ.
  8. Maintains expert knowledge of the organizations processes and hazards, interfaces with engineering and operations staff to ensure appropriate development of a facility and/or site-specific hazard assessment and emergency classification procedures.
  9. Ensures proper communication to employees and other organizations on the implementation of ESHQ policies, procedures and practices.
  10. Directs the administration of ESHQ program specific employees including: forecasting staffing requirements, developing and executing action-oriented programs to address affirmative action placement goals, directing assignments, assuring training and development, monitoring performance, and initiating personnel actions.
  11. Determines organizational objectives and interprets Laboratory policies.
  12. Establishes operational objectives and work plans, and delegates assignments to subordinate managers.
  13. Prepares technical reports based on the expert interpretation of analyzed data.
  14. Defines and recommends organizational objectives, develops specific short-term and long-range plans, and monitors progress to assure work objectives are attained and schedules are met.
  15. Directs preparation of concise studies on complex subjects for management; identifies problem areas, investigates alternative solutions, determines cost implications, and recommends solutions.
  16. Develops and administers performance standards for the organizational unit.
  17. Provides leadership, management, supervision, and human resources administration of assigned employees, including knowledge of employee developmental skills, mentoring, team building, and resolving conflicts.
  18. Completes recruitment, hiring, disciplinary actions, employee development and assessment for assigned direct reports.
  19. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • High-level knowledge and experience in ESHQ programs.
  • High-level knowledge of ESHQ program development and administration.
  • High-level knowledge of government regulations affecting the ESHQ programs.
  • High level knowledge and experience with the management of ESHQ activities including, but not necessarily limited to, overseeing system and/or performance audits, recommending and implementing corrective actions, reviewing thorough and accurate documentation of technical and/or statistical reports, and ensuring ESHQ and Laboratory compliance.
  • High-level experience and demonstrated skill in conducting research, investigating alternative solutions and recommended solutions on problems affecting emergency preparedness programs and administration.
  • High-level knowledge/expertise in relevant technical/functional area.
  • High-level knowledge of organizational objectives.
  • High-level knowledge of Laboratory organizational structure, technical areas, and facilities.
  • High-level experience in resource management, including budget preparation, negotiation, oversight and defense.
  • Proven record of leading an organization in strategic planning, operational planning, program implementation, and communications and execution of projects and deliverables.
  • Demonstrated skill in management, supervision and human resources administration of assigned employees.
  • Demonstrated high-level commitment to, and action in, promoting Laboratory objectives in areas of integrated safety and security management, quality, and workforce diversity, as well as demonstrated knowledge of Laboratory objectives and other statements of policy/practice/procedures.
  • Record of effective technical leadership that emphasizes organizational skills, strategic and tactical planning, team building, program development, project management, budget preparation, financial management and business plan development and employee development tools.
  • Ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship.
  • Ability to lead a team of professionals with a record of successful teamwork and consensus building consistent with working across organizational and program/project boundaries.
  • Ability to effectively communicate, interact, and work with internal customers and with federal, state, and local agencies and to deal effectively with the public.

Education

  • Position typically requires a bachelor’s degree and a minimum five years of related management experience, or an equivalent combination of education and experience.  At this level, post graduate course work may be expected.

Direction

A. Supervision Received

  • Receives virtually no supervision from the ESHQ manager, deputy associate director or associate director.

B. Supervision Exercised

  • Provides functional and operational direction to reporting ESHQ support, and/or clerical employees, if assigned.

C. Contacts

  • Significant contact with customer organizations and members of ESHQ core and field services to provide ESHQ information and activities.
