Position Overview

Report to the Small Business Program (SBP) Office Leader in the Acquisition Services management (ASM) Division and provide staff support on a wide variety of projects in support of the Laboratory's socioeconomic business program. Function as a single point of contact for socioeconomic reports to the NNSA/DOE congressional, state and local leaders in the business community. Responsible for conducting research, coodinating and executing duties which include the development of marketing materials and mechanisms appropriate to constituencies; developing communications materials for the Laboratory Newsbulletin, ASM reports, regional newspapers, and other media; interacting with organizations Lab-wide to accomplish goals; developing and presenting briefings for procurement personnel.

Key Position Requirements

Working knowledge of business administration procedures, techniques and business ethics. Working knowledge of procurement regulations such as the FAR, CFR, and LANS Acquisition Practices. Advanced understanding of the formation and administration of purchase orders and thorough working knolwedge of ASM procurement. Broad knowledge of laboratory organizations, resources and programs. Working knowledge of ASM procurement databases such as PD and Oracle, development and maintence of web sites and spreadsheet programs. Demonstrated proficiency in Excel, PowerPoint and Word. Strong iterpersonal and public relations skills including strong client focus. Demonstrated experience in the development of marketing and written communications.

Summary

The subcontract specialist 2 is capable of performing all tasks involved in the formation and award of contracts. Communicates with bidders and personnel within Los Alamos National Security (LANS) to establish clear definition of requirements and to assure performance to the stated project requirements. Assists and conducts meetings as needed to perform the work.

If assigned to the Small Business Program Office, will perform those duties and responsibilities unique to that office, which are essentially outlined in Appendix E of the LANS prime contract with the Department of Energy/National Nuclear Security Administration (DOE/NNSA). Communicates with prospective suppliers/subcontractors, and personnel within LANS to advocate on the behalf of the use of small businesses to help accomplish programmatic LANS requirements.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Develops and issues subcontracts and services agreements as assigned by adherence to all policies and procedures applicable to Acquisition Services.
  3. Prepares and organizes assigned subcontract sponsored meetings, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between LANS, the client subcontractor on all contractual matters. After reviewing plan and agenda with supervisor, conducts meeting, prepares, and issues meeting notes delineating important statements, required actions and schedules.
  4. Administers assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  5. Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration, and other major matters.
  6. Administers moderately complex contract changes, as assigned.
  7. Represents LANS in contractual discussions of moderate complexity.
  8. Administers information programs to ensure mutual understanding of subcontract terms and conditions.
  9. Prepares periodic status reports for management.
  10. Interfaces with the LANS acquisition personnel in providing small business sources for bidders lists, participates in small business conferences, and is eligible for a rotational assignment in the Small Business Office.
  11. Develops the ability to act on own initiative on assigned subcontracts of increasing value and complexity.
  12. Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting Acquisition Services policies or programs; recommends sound, practical solutions to complex issues.
  13. Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to Acquisition Services.
  14. Ensures all results, processes, and final products meet quality specifications and are completed according to established requirements.
  15. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Demonstrated administrative and organizational skills.
  • Working knowledge of procurement regulations, polices, and practices.
  • Working knowledge of engineering/construction industry contracting practices as well as LANS policies, procedures, and work practices.
  • Professional experience in developing contract types, fee arrangements, and contract terms.
  • Professional experience in developing and recommending potential solutions to contractual problems to management.
  • Working knowledge and understanding of the LANS functional groups and company policies, procedures, and work practices.
  • Professional experience in small business practices to achieve the requirements set forth in Appendix E of the LANS prime contract.

Education

  • Position typically requires a bachelor’s degree and a minimum five years of related experience, or an equivalent combination of education and experience.

  • Receives functional and operational direction from subcontract manager 4.

B. Supervision Exercised

  • May provide functional and operational direction to administrative employees, if assigned.

C. Contacts

  • LANS acquisition personnel, programmatic, and line personnel, in order to perform assigned duties.
  • Maintains working relationships with potential suppliers/subcontractors interested in doing business with the Laboratory, and with bidders involved with the performance of assigned tasks.
  • Potential suppliers/subcontractors interested in doing business with the Laboratory.
