Position Overview

The person selected for this position will be part of a dynamic interdisciplinary team. Responsibilities include case management for Family and Medical Leave, Catastrophic Paid Leave, Americans with Disabilities, & Fitness for Duty, and program administration for the Human Subjects Research Review Board. Duties include maintenance of HSRRB action files, reports to DOE, LANL point of contact for HSRRB, tracking of rule changes & update of board members & researchers, development & presentation of HSRRB education programs, and maintenance of HSRRB policies at LANL. Success in this position requires positive interpersonal, organization and communication skills.

Summary

Responsible for providing (1) counseling assistance to employees experiencing concerns of a mental health, behavioral, chemical abuse/dependency or personal nature and (2) consultation to managers on relevant behavioral health issues.

Fully functioning professional. A seasoned, experienced professional with a full understanding of specialized area plus working knowledge of other related fields. Resolves a wide range of issues in creative ways. This job is the fully qualified, career-oriented level position. Provides resolutions to a diverse range of complex problems where analysis of data requires evaluation of identifiable factors. Contributes to the development of organization's goals and objectives. Failure to obtain results or erroneous judgments/recommendations would normally have serious results and may require substantial expenditure of resources to correct and/or achieve project goals. Incumbent networks with senior internal and external personnel in own area of expertise. Requires limited responsibility for making routine contacts on general matters outside of the immediate organization. Works under limited direction; receives general instructions on new assignments. Work is evaluated upon completion to ensure objectives have been met. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Determines approach to solutions, plans schedule and arranges own activities in accomplishing objectives.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  2. Conducts intake evaluations; assessing and diagnosing presenting problems, identifying client strengths and weaknesses, developing and implementing effective treatment plans conjointly with clients.
  3. Provides short-term, solution focused counseling if indicated.
  4. Makes appropriate referrals and conduct effective case management.
  5. Provides management consultation to address individual or system issues.
  6. Serves as a member of the critical incident stress management team.
  7. Assists with presentation of workforce-wide training on behavioral health issues
  8. Holds operational responsibility for assigned occupational medicine regulatory programs.
  9. Consults occupational physicians and management personnel regarding employee behavioral health problems, mental health problems, and trauma associated with environmental health and safety factors.
  10. Collaborates with occupational psychologists to refer employees to specialized rehabilitation services such as drug or alcohol treatment.
  11. Understands and adheres to all Laboratory and industry regulatory guidance and governance specific to behavioral health issues.
  12. Ensures all occupational psychology results, materials, processes and final products meet quality specifications and are completed according to established requirements.
  13. Fosters a mutually respectful work environment that is free from discrimination and harassment.
  14. Provides services through the Laboratory's employee assistance program (EAP) and occupational medicine division.
  15. Provide experienced professional case management technical expertise in delivery of a full range of occupational health services including, but not limited to, Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), and fitness for duty.

Job Knowledge

  • Working knowledge of counseling issues and practice expectations, including clinical counseling, biofeedback and organizational dynamics.
  • Working knowledge of and experience with occupational health-related federal, state, and local laws, regulations, policies, and procedures, including (but not limited to) ADA, FMLA, and Privacy Act.
  • Working knowledge of and experience with issues, complications, and treatments relating to radiological, chemical, and biological hazards and diseases.
  • Working knowledge of occupational medicine principles, programs, and practices including counseling within the context of Department of Energy (DOE) security oversight.
  • Experience and demonstrated skill in supporting research, investigating alternative solutions, and recommending solutions on problems affecting occupational behavioral health.
  • Skill to conceptualize and communicate major elements of behavioral health/employee assistance and assigned programs to all levels of personnel.
  • Skill in the preparation and presentation of behavioral health/counseling and program specific technical and non-technical reports.
  • Working knowledge of case management functions and processes.

Education

  • Licensed in the State of New Mexico as a licensed professional clinical counselor (LPCC), licensed independent social worker (LISW), doctorate in clinical psychology or counseling psychology with:
    • 3 to 5 years recent experience providing EAP services or (comparable counseling services) to a diverse population within the DOE laboratory system and providing therapy to individuals presenting with a wide range of clinical difficulties.

Direction

A. Supervision Received

  • Receives limited functional and operational direction from the occupational medicine manager.

B. Supervision Exercised

  • Provides functional and operational direction to reporting occupational medicine students, support, and/or clerical employees, if assigned.

C. Contacts

  • Regular contact with all levels of Laboratory employees and members of ESHQ core and field services to provide behavioral health issues and behavioral health information.
