Position Overview

This position reports to the Workforce Data and Analysis team leader within the HR-SYS group. Specific duties include interacting with customer organizations to analyze and develop workforce reports, instructing users in the use of reporting and systems tools, support the staff augmentation system by maintaining employee records, producing invoices, and managing the time and effort system. In addition the person in this position may assist in the administration of the teams SharePoint site, maintenance of the team's web site, and assisting in the development of new Data Warehouse reports.

Summary

Responsible for the design, development, implementation and maintenance of human resource information systems (HRIS) associated with the collection, retrieval, accessibility and usage of employee information for Human Resource-related planning and activities. Specific duties may include conducting needs assessments and/or interacting with customer organizations to analyze and develop reporting content, instructing users, and providing metrics to ensure desired objectives and/or results are achieved.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Serves as a responsible steward of the environment and participates in Laboratory recycling efforts.
  2. Provides ORACLE HRMS and OAB system and data expertise to service center, production team representatives, and deployed HR generalists on system use specific to employee/employment and benefits data.
  3. Executes complex and routine tests in numerous instances by following established test scripts (sandbox, development, beta, alpha) before changes or enhancements are moved to Production.
  4. Partners with senior functional reporting, benefits system, HRMS subject matter experts and IST developers to test changes to systems and reports.
  5. Uses standard reports and modifies existing queries to produce employee information for analysis and decision-making, as required.
  6. Troubleshoots system problems.
  7. Rebuilds complex benefits/HR records as needed and purge duplicate records after rebuild is complete.
  8. Provides customer service on HRIS systems, including user training, coaching, and troubleshooting.
  9. Maintains, develops, and revises all HRIS-related manuals, tables, code lists, and documentation.
  10. Adheres to policies and programs concerning HRIS.
  11. Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting HRIS policies or programs; recommends sound, practical solutions to complex issues.
  12. Fosters a mutually respectful work environment that is free from discrimination and harassment.

Job Knowledge

  • Basic knowledge of data retrieval and data analysis techniques.
  • Basic knowledge of HRIS systems (OAB, HRMS, Discoverer, etc.).
  • Basic knowledge of query design, including basic SQL programming.
  • Knowledge of legacy systems and the interfaces between Oracle and those systems.
  • Knowledge in developing and executing test plans.
  • Knowledge of Laboratory's HRIS policies, practices and procedures including legal requirements.
  • Experience and demonstrated skill in troubleshooting, researching, and fixing basic OAB and HRMS system issues.

Education

  • Position typically requires a minimum of two years related experience, or an equivalent combination of education and experience.

Direction

A. Supervision Received

  • Receives functional and operational direction from an HRIS manager.

B. Supervision Exercised

  • Provides functional and operational direction to reporting HRIS support, and/or clerical employees, if assigned.

C. Contacts

  • Contacts Laboratory personnel and management and members of Human Resources core and field services to provide information regarding current HRIS programs and/or procedures.
