Summary
The Center for Space Science and Exploration (CSSE) serves as the focal point for civilian space efforts at LANL, primarily to NASA. The CSSE director provides scientific leadership, while strategically developing and coordinating space capabilities and analyses of the Laboratory's cutting edge science and technology to NASA. These activities energize the Laboratory's scientific and technical underpinnings by providing opportunities for capability expansion and growth in space programs. CSSE fosters the growth of these projects and supports the technical staff by housing the NASA and NSF space related program offices. CSSE staff work with Lab technical staff to identify areas of benefit to both the Laboratory and the nation's space program; they assist technical staff in writing and submitting proposals, as these agencies provide funds through a peer review process. In addition to supporting areas of basic science research such as space physics, astrophysics, and planetary science, CSSE is engaging new technical capabilities into the space efforts at Los Alamos, such as astrobiology and exobiology, space nuclear power and propulsion, earth observations and advanced space materials. CSSE collects and disseminates information on upcoming opportunities, develops and maintains outreach and in-reach educational programs, and coordinates all the civilian space efforts at Los Alamos. The Program Manager will be funded from half to full time by NN depending upon other duties and will report directly to the NN Program Director. The Program Manager will work with his or her peers to identify, develop, and apply technical capabilities for the civilian space efforts at LANL. The Program Manager will ensure appropriate technical proposals are developed to maintain a lively Laboratory involvement in NASA programs. He/she will also ensure that effective communication and relationships are maintained with NASA. The Program Manager will be responsible for identifying and assessing opportunities to include integration with non-civilian space programs, developing a technical vision, and carrying that vision forward to Laboratory staff, other laboratories, and NASA.
Required Skills
Professional level NASA proposal experience. Professional level experience reviewing NASA proposals. Strategy and vision, as demonstrated by: a record of creating new technical initiatives, integrating previously disparate efforts, impacting the planning of national and agency programs, and strategic planning. Demonstrated experience in leadership and management of technical programs, including success at project development, planning, advocacy, resource allocation, management, execution, and customer interactions A record of successful accomplishments and demonstrated technical expertise in one or more areas related to space capabilities. A record of successful teamwork and consensus building across organizational and program boundaries. Demonstrated excellent interpersonal and communication skills as evidenced by successful internal and external interactions and by briefings, presentations, and writings including the ability to explain technical concepts to non-technical personnel. Demonstrated commitment to Laboratory goals in environment, health, safety, diversity, recruiting, hiring and employee development. This position requires a Q access authorization. Applications must have the ability to obtain a Q clearance, which normally requires U.S. citizenship.
Desired Skills
A record of previous involvement in NASA panels or committees and/or strategic planning efforts (NASA, NSF, or NRC). Demonstrated successful experience in working with national security program offices and other federal agencies. Current Special Compartmented Information (SCI) certification.
Education
MS (Ph D Preferred) in scientific field (e.g. physics, chemistry, or engineering).
