The Los Alamos National laboratory Fire Protection Program sponsors a wide array of daily fire protection challenges. Working in a dynamic, fast paced environment, a team of fire protection professionals including engineers, technicians and support personnel; provide routine oversight to programmatic activities and facilities utilizing state of the art technology in conducting the laboratory's national security mission.
Plans, coordinates, and manages one or more elements of the Laboratory Fire Protection Program. In support of the Laboratory¿s Fire protection Program, the Fire Protection Engineer may expect to be an active participant in laboratory facility operations including new construction and modifications, programmatic activities, loss prevention programs and support to laboratory utilities and infrastructure.
Summary
Plans and coordinates one or more programs relating to the Laboratory fire protection engineering program, impairment control program, facility and programmatic surveillance program activities in compliance with current codes and standards, DOE orders and best industry practices. Specific duties may include establishing and monitoring fire protection and loss prevention programs including fire protection engineering, while assisting other fire protection staff in surveillance, and fire alarm system operations. Works with all levels of LANL management and interacts with external agencies and/or community organizations. Reviews and recommends actions on fire protection program related issues.
NOTE: This function represents a fire protection engineer and is primarily concerned with engineering aspects related to fire protection, life safety, property loss prevention, and activities relating to the design, review and installation of fire alarm and fire suppression systems. Develops, implements, and monitors fire protection engineering, loss prevention, and life safety related policies and programs. Ensures adherence to laws, regulations and orders, Laboratory policies, and achievement of goals and timetables.

Interprets worker health and safety laws and regulations, DOE orders and guidance document and helps develop/recommend laboratory policies and practices.

Implements and monitors fire protection, loss prevention, life safety, and worker health and safety related organizational strategies, goals, and metrics.

Prepares, and reviews, fire hazards analysis and engineering evaluation documents.

Develops, and reviews, hydraulic and electrical calculations for fire suppression and fire alarm systems.

Represents the Laboratory to other DOE laboratories and assists in representing LANL to federal agencies, Defense Nuclear Facilities Safety Board, and community organizations.

Develops and delivers fire protection engineering, loss prevention, life safety, and worker health and safety training and orientation programs for management and employees.

Informs, educates, and influences laboratory managers and supervisors on fire protection, loss prevention, and worker health and safety laws and regulations, laboratory policies and practices and institutional programs.

Responds to formal/informal external/internal requests for information and/or documents relating to the laboratory fire protection program issues and inquiries.

Assists the audit liaison in responding to inquiries from the National Nuclear Security Administration (NNSA), the Inspector General (IG), Department of Energy (DOE), and/or Defense Nuclear Facilities Safety Board (DNFSB). Conducts analyses, adverse impact analyses, and other special studies and prepares options/recommendations for managements consideration.

Develops reports to meet management needs at all levels and in response to external inquiries.

Takes a lead in developing the Laboratory's annual reports, corrective action plans, fire hazards analyses and other mandatory reports and assessments.

Oversees day-to-day activities relating to the Laboratory's fire protection program implementation.

Assists in developing fire protection engineering standards, loss prevention, and impairment performance goals and objectives for the institution.

Adheres to policies and programs concerning the laboratory fire protection program.

Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting fire protection program, loss prevention, life safety, and worker health and safety programs; recommends sound, practical solutions to relatively complex issues.

Job Knowledge

Understanding and knowledge of applicable federal worker health and safety laws, regulations, executive orders and DOE orders related to fire protection, loss prevention, and life safety.

Fire protection engineering degree, or comparable education with fire protection experience.

Thorough knowledge of the Laboratory's fire protection policies, practices and procedures.

Thorough understanding of employee information systems, and computer programs (i.e., Oracle, Data Warehouse, HAAS, CFAST etc). Systems expert and ability to trouble-shoot problems.

Strong analytical skills with ability to identify and resolve complex problems and make recommendations to management.

Demonstrated experience in conducting research, investigating alternatives, and recommending solutions to problems affecting fire protection program administration.

Skill to conceptualize certain elements of worker health and safety programs and/or policies.

Demonstrated experience in the preparation and presentation of oral and written reports.
Education

Position typically requires a bachelor’s degree and a minimum eight years of related experience, or an equivalent combination of education and experience. At this level, post graduate course work may be desirable.

Regular contact with facility and customer organizations and members of Emergency Response core and field services to provide emergency planning and preparedness information and activities. Contact with Department of Energy/National Nuclear Security Administration (DOE/NNSA) and other laboratories and/or federal planning and preparedness representatives, senior Laboratory officials and with state, community and/or tribal representatives concerning planning and preparedness activities.
