Receipt of Florida Power Corporation License Renewal Application for the Crystal River Unit 3 Nuclear Generating Plant

On December 18, 2008, the staff received the license renewal application, dated December 16, from Florida Power Corporation for the Crystal River Unit 3 Nuclear Generating Plant.  If the application is found acceptable for docketing, the staff intends to begin the environmental and safety reviews in accordance with the requirements of 10 CFR Parts 51 and 54.  The receipt of the license renewal application for Crystal River brings the number of applications under review to 14.

Acceptance of Nebraska Public Power District License Renewal Application for the Cooper Nuclear Station (CNS)

On December 19, 2008, the staff completed the acceptance review of the license renewal application for CNS and determined that the application contains sufficient information for docketing.  On September 30, 2008, the staff received from Nebraska Public Power District an application requesting the extension of the operating license for CNS for an additional 20 years.  The current operating license for CNS expires on January 18, 2014.  CNS is a Boiling Water Reactor designed by General Electric and is located near Brownville , Nebraska .

Issuance of the Indian Point Nuclear Generating Unit Nos. 2 and 3 License Renewal Draft Supplemental Generic Environmental Impact Statement for Public Comment

On December 22, 2008, the staff issued the draft of NUREG-1437, AGeneric Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 38, Regarding Indian Point Nuclear Generating Unit Nos. 2 and 3,@ (ML083570034) for public comment.  This supplemental environmental impact statement (SEIS) includes the staff=s preliminary analysis that considers and weighs the environmental effects of the proposed action, the environmental impacts of alternatives to the proposed action, and mitigative measures available for reducing or avoiding adverse impacts.  It also includes the staff=s preliminary recommendation that the Commission determine the adverse environmental impacts of license renewal for Indian Point Nuclear Generating Unit Nos. 2 and 3 are not so great that preserving the option of license renewal for energy planning decision makers would be unreasonable. 

A 75-day public comment period is scheduled to begin with the Notice of Filing of the draft SEIS with the U.S. Environmental Protection Agency.  The staff has scheduled public meetings on February 12, 2009, in Cortlandt Manor, New York, to present its analyses and to accept public comments on the draft SEIS.

Clinton Power Station, Unit No 1; Oyster Creek Nuclear Generating Station and its Independent Spent Fuel Storage Installation; and Three Mile Island Nuclear Station, Unit 1 – License Transfer            

On December 23, 2008, orders were issued to approve the transfer of the AmerGen Energy Company, LLC licenses for Clinton Power Station, Unit No. 1 (ML082750176); Oyster Creek Nuclear Generating Station and its independent spent fuel storage installation (ML082750240); and Three Mile Island Nuclear Station, Unit 1 to Exelon Generating Company, LLC (ML082750047).  The licensee has stated that the closing of the transfer is expected to occur as early as January 8, 2009.

Nuclear Energy Institute (NEI) White Paper on Nuclear Fuel Recycling

On December 19, 2008, NEI submitted to NRC a white paper (ML083590114), developed by its task force on recycling, on a proposed regulatory framework for an NRC-licensed used nuclear fuel recycling facility.  The 148-page white paper addresses several regulatory considerations including the need for a new Part 7x; baseline design criteria; criteria for technical specifications and quantitative assessments; operator licensing; inspection, tests, analysis, and acceptance criteria; and one-step licensing of various non-reactor facilities associated with recycling under one license.  NEI has requested the NRC to use the white paper as an information source in its efforts to establish a regulatory framework for non-reactor recycling facilities and as a foundation for open discussion with industry representatives on the matter.    

Public Phone Meeting on Additional Information on Yucca Mountain License Application

On December 30, 2008, NRC staff held a public phone call with U.S. Department of Energy staff on a Key Positions Request for Additional Information.  The public listened to the call via teleconference connections.

Publication of Regulatory Guide (RG) 3.25, “Standard Format and Content of Safety Analysis Reports for Uranium Enrichment Facilities”

On December 30, 2008, the staff published Revision 1 of RG 3.25, which provides guidance on the type of information that is acceptable to the NRC staff for review of a safety analysis report for uranium enrichment facilities.  RG 3.25 is available on the NRC website at http://www.nrc.gov/reading-rm/doc-collections/reg-guides/fuels-materials/active/.
