FY 2009 Project Proposal Information

WHAT

Title II of the “Secure Rural Schools and Community Self-Determination Act of 2000” (public law 106-393) provided the opportunity for anyone to propose projects “on or benefiting National Forest lands and purposes”. Although the act was due to expire in 2006, Congress has extended it an additional year.

Proposals must:

  • Comply with Federal laws
  • Be consistent with the Forest Land and Resource Management Plan
  • Be approved by the Resource Advisory Committee (RAC)
  • Be a project that “will improve the maintenance of existing infrastructure, implement stewardship objectives that enhance forest ecosystems and restore and improve land health and water quality”.

Fifty percent of all project funds are to be used for projects that are primarily dedicated to road maintenance, decommissioning or obliteration or restoration of streams and watersheds.

The Resource Advisory Committees will submit prioritized lists of projects to the Mt. Baker-Snoqualmie National Forest Supervisor for final approval and funding.

Funds are provided under the act by the Federal Government; however, the Counties elect the amount of funds they want to dedicate to Title II projects each year.

WHEN

Project proposals for FY 2009 (October 1 – Sept 30) are due January 16 for Whatcom and Skagit County, and King and Pierce County RAC’s. Project submissions for the Snohomish County RAC are due March 13.

HOW

Complete a Title II Project Submission Form. The Mount Baker Snoqualmie RAC’s use a modified version of the national form.  Please be sure you have the correct form.

This modified form is provided below in two different formats for your use. The MS Word format was created with Microsoft Word software. The RTF version can be read by most word processing software programs. This form is also available from the local Forest Service office.

You are encouraged to contact the Forest Service about your proposal so they can help you through any potential hurdles your idea may have.

You are also encouraged to submit your proposal electronically. Any maps, designs etc. can be submitted hard copy if they can't readily be provided electronically. Electronic filing will facilitate getting your project reviewed and enhance it’s likelihood of being funded.
