Title V is administered
by the Maternal and
Child Health Bureau (MCHB) as part of the Health Resources
and Services Administration, U.S. Department of Health and Human Services.
In partnership with the States and communities, MCHB provides the
leadership and resources needed to advance the health and safety of
the nation's mothers, infants, children, adolescents, and CSHCN, including
those with low incomes, those with diverse racial and ethnic heritages,
and those living in rural or isolated areas without access to MCHB's
care.
MCHB's Mission
MCHB's mission is to provide national leadership and to
work in partnership with States, communities, public-private partners,
and families to strengthen the maternal and child health (MCH) infrastructure,
ensure the availability and use of medical homes, and build knowledge
and human resources to ensure continued improvement in the health,
safety, and well-being of the MCH population. MCHB provides leadership
to improve access to comprehensive, culturally sensitive, quality
health care for all pregnant women, infants, children, adolescents,
and their families, including women of reproductive age, fathers,
and CSHCN.
MCHB envisions a future America in which the right to grow to one's
full potential is universally ensured through attention to the comprehensive
physical, psychological, and social needs of the MCH population. It
strives for a society in which children are wanted, born with optimal
health, receive quality care, and nurtured lovingly and sensitively
as they mature into healthy, productive adults. MCHB seeks a nation
that provides equal access for all to quality health care in a supportive,
culturally competent, family and community setting.
To achieve its mission, MCHB relies on personal, population-based
systems and resource-building approaches to promote the health, safety,
and well-being of the nation's MCH population. Its efforts are driven
by a commitment to the following values:
MCHB accomplishes
its goals through strong leadership, performance, and accountability.
Through the Title V Maternal and Child Health Block Grant to States
Program, core public health functions for mothers and children are
strengthened, State MCH needs are assessed, and gaps in services
are identified so that statewide systems of health care for all
mothers and children, regardless of race, ethnicity, or culture,
are ensured. The outcomes of these MCH efforts are captured as evidence
of progress and to provide accountability to the States and the
nation as a whole.
