On January 11, 2007, the Department of Commerce began monitoring imports of textile and apparel products from Vietnam, concurrent with Vietnam's accession to the World Trade Organization. This monitoring program is in effect until the end of the current Administration. Commerce is initially monitoring five sensitive product categories – trousers, shirts, sweaters, underwear and swimwear. Monitoring will occur at various product levels, including the traditional three-digit textile/apparel category level and the more product-specific 10-digit Harmonized Tariff Schedule level. Monitored data will be made available to the public following the release of January import data on March 9, 2007. Product coverage is not intended by Commerce necessarily to be static. Products may be added or removed from monitoring, as appropriate, based on Commerce's analysis and/or input received from its outreach efforts. Commerce recognizes that the monitoring program has an impact on a broad array of parties, including domestic textile and apparel producers, retailers, workers, importers and the Government of Vietnam. Outreach to interested stakeholders will continue throughout the monitoring process. Commerce welcomes all comments and suggestions on the monitoring program. Comments can be submitted in writing or via the electronic hotline. |
