Secure Rural Schools and Community Self-Determination Act of 2000

The amended Secure Rural Schools and Community Self-Determination Act (Public Law 110-343) that became law in 2008 is similar to the earlier Secure Rural Schools and Community Self-Determination Act of 2000 (Public Law 106-393).  The structure and significant elements of Title I have been amended, but Titles II and III remain mostly intact with a few important changes.  Consequently, it may be helpful to look at the Payments to States website that has extensive information about activities conducted under  Public Law 106-393.  

A recent report, “Sustaining Forests and Communities” summarizes activities under the previous Secure Rural Schools and Community Self-Determination Act of 2000.  In total, the Act allocated, through the Forest Service and the Bureau of Land Management, more than $3 billion.   Resource Advisory Committees (RACs) were instrumental in implementing Title II of the Act.  RACs facilitated multi-interest coordination and supported the development of community-based strategies to protect Federal land and nearby communities.  From 2000 through 2007, these RACs collectively recommended more than 5,100 projects at a cost of over $230 million.  These funds were then leveraged with Forest Service and other funds two-to-one.
