"Payments in Lieu of Taxes" (or PILT) are Federal payments to local governments that help offset losses in property taxes due to nontaxable Federal lands within their boundaries

FY 2008 Payment Bulletin

The Fiscal Year 2008 PILT payments were made on June 12, 2008 to approximately 1,850 local government jurisdictions across the United States. The amount appropriated for the PILT program in FY 2008 was $228,900,563. Of this amount $228,506,803 was for payments and the balance for expenses to administer the program. The full entitlement level for FY 2008 was $367,226,525.

The Department of the Interior will issue an additional FY 2008 PILT payment to all eligible counties and local jurisdictions in November 2008. The additional payments are authorized by the recently enacted Emergency Economic Stabilization Act of 2008 (Public Law 110-343). Payment amounts for FY 2008 represent the difference between the full 2008 entitlement level and the prorated payment that was made on June 12, 2008. The law authorizes local jurisdictions to receive their full entitlement level payment from 2008 through 2012.
