The Minerals Management Service (MMS), Gulf of Mexico OCS Region, announces the availability of a new study report, Gulfwide Emission Inventory for the Regional Haze and Ozone Modeling Effort, Final Report.

This study report describes the year 2000 emission inventory of oil and gas activities on the Outer Continental Shelf.  These emissions influence the ambient concentrations of ozone and haze material and include carbon monoxide, sulfur dioxide, nitrogen oxides, particulate matter, and hydrocarbon compounds.  The MMS collected activity data from active offshore oil production platforms and non-platform sources in the Central and Western Gulf of Mexico.  Operators were provided with the Gulfwide Offshore Activities Data System (GOADS) collection software for compiling monthly data for calendar year 2000.  Nearly 2,900 oil and gas production platforms submitted monthly equipment activity data files.  Non-platform sources included pipelaying vessels, drilling vessels, and support helicopters and vessels.  Rigorous quality assurance/quality control (QA/QC) activities were performed on the activity data collected from platform operators.  The report describes the methodologies used in collecting and compiling the inventory into a database.  The database is available upon request for use in air quality modeling efforts.

The Minerals Management Service is the federal agency in the U.S. Department of the Interior that manages the nation’s oil, natural gas, and other mineral resources on the Outer Continental Shelf in Federal offshore waters.  The agency also collects, accounts for, and disburses mineral revenues from Federal and American Indian lands.  MMS disbursed more than $8 billion in FY 2003 and more than $135 billion since the agency was created in 1982.  Nearly $1 billion from those revenues go into the Land and Water Conservation Fund annually for the acquisition and development of state and Federal park and recreation lands.
