 Activities in the Breton Area of the Gulf of Mexico;  Final Report

The Minerals Management Service (MMS), Gulf of Mexico OCS Region, announces the availability of a new study report, Data Quality Control and Emissions Inventories of OCS Oil and Gas Production Activities in the Breton Area of the Gulf of Mexico:  Final Report.

The MMS is responsible for assessing the potential impacts of air pollution emissions from offshore oil and gas exploration, development, and production sources in the Outer Continental Shelf (OCS).  Therefore, MMS requested the platform operators within 100 kilometers (km) of the Breton Area to collect and submit the activities data for developing emission estimates for NOx and SO2.  The inventory study period covered in this report is 12 consecutive months from September 1, 2000, to August 31, 2001.  The Breton Offshore Activity Data System (BOADS) was used by operators to submit activity data for production platform emission sources.  Quality control (QC) for the activity data was also performed. The activity data were used to develop monthly emission estimates of NOx and SO2, and develop NOx and SO2 emission estimates for non-platform sources within 100 km of the Breton National Wilderness Area.  The MMS’s Oracle DBMS (Database Management System) was also updated and used to calculated and archive platform emissions estimates using the most current emission factors, calculation methods, and activity data.  This report addresses the data quality review of the database and describes the methodology used in that review.

The Minerals Management Service is the federal agency in the U.S. Department of the Interior that manages the nation’s oil, natural gas, and other mineral resources on the Outer Continental Shelf in Federal offshore waters.  The agency also collects, accounts for, and disburses mineral revenues from Federal and American Indian lands.  MMS disbursed more than $8 billion in FY 2003 and more than $135 billion since the agency was created in 1982.  Nearly $1 billion from those revenues go into the Land and Water Conservation Fund annually for the acquisition and development of state and Federal park and recreation lands.
