Fiscal System Analysis: Concessionary and Contractual Systems
Used in Offshore Petroleum Arrangements

The Minerals Management Service (MMS), Gulf of Mexico OCS Region, announces the availability of a new study report, Fiscal System Analysis: Concessionary and Contractual Systems Used in Offshore Petroleum Arrangements.

This report quantifies the influence of private and market uncertainty on concessionary and contractual fiscal systems used in petroleum arrangements across the world. The manner in which the terms of a fiscal system impact the economic and system measures used by an operator or government agency to assess the profitability or take parameter of a field is complicated and not well understood; therefore, a modeling framework was developed to discover the interrelationships that occur between the system variables. A meta-modeling approach was used to derive relationships that specify how the present value, rate of return, and take statistic vary as a function of the system parameters. The critical assumptions involved in estimation, the uncertainty associated with interpretation, and the limitations of the analysis were also examined.

The Minerals Management Service is the federal agency in the U.S. Department of the Interior that manages the nation’s oil, natural gas, and other mineral resources on the Outer Continental Shelf in Federal offshore waters. The agency also collects, accounts for, and disburses mineral revenues from Federal and American Indian lands. MMS disbursed more than $8 billion in FY 2003 and more than $135 billion since the agency was created in 1982. Nearly $1 billion from those revenues go into the Land and Water Conservation Fund annually for the acquisition and development of state and Federal park and recreation lands.
