The rise in global temperatures caused by greenhouse gases is perhaps the biggest environmental issue facing the next generation.

World leaders will gather in November 1998 in Buenos Aires, Argentina, to resolve final issues related to the treaty on reducing carbon dioxide emissions. The global warming treaty must be ratified by the governments of all nations participating in the accord before it is implemented.
