• Veterans Receiving Disability compensation for Conditions Related to Treatment or Participation in VA Vocational Rehabilitation Program
• Former Prisoner of War
• Purple Heart Medal Recipient
• Discharged from the Military for a Disability Incurred or Aggravated in Service
• Veterans Determined by VA to be Catastrophically Disabled
• Veterans receiving Nonservice-connected Aid and Attendance or Housebound Benefits
• Veterans receiving Nonservice-connected VA Pension Benefits
• Veterans eligible for Medicaid Benefits
• Veterans who have income below VA Means Test Rate
• Veterans currently enrolled and new enrollees who were discharged from active duty on or after January 28, 2003, eligible for enhanced benefits for 5 years post discharge
• Veterans discharged from active duty before January 28, 2003, who apply for enrollment on or after January 28, 2008, eligible for enhanced benefits until January 27, 2011.
• Service-connected 0% and receiving VA compensation
• Veterans who Served in WWI
• Veterans exposed to Ionizing Radiation during atmospheric testing or during the occupation of Hiroshima and Nagasaki
• Veterans exposed to Agent Orange during service in Vietnam
• Veterans with Gulf War Illness or exposed to Environmental Contaminants during service in Southwest Asia
• Veterans who participated in Project 112/SHAD
• Veterans who have income and net worth below the Geographic Means Test Threshold, but above the National Means Threshold
• Veterans who have income and net worth above the Geographic Means Test Threshold
